About The Position

Black & Veatch is seeking an experienced Project Management Consultant (PMC) to serve as an Owner’s‑Representative Program Manager for complex energy and mission‑critical infrastructure programs. This role supports PMC delivery models combining on‑site execution leadership with home‑office project management and controls support. The PMC Program Manager acts as the client’s primary point of coordination and oversight across engineering, procurement, construction, commissioning, and turnover. This role does not self‑perform EPC, construction, or detailed engineering, but is accountable for integration, controls, and execution assurance on behalf of the Owner.

Requirements

  • Bachelor’s degree or equivalent experience.
  • All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

  • Bachelor’s degree in Engineering, Construction Management, or related disciplineOREquivalent field experience (minimum 15+ years) in construction, commissioning, or execution of complex energy, power, or mission‑critical infrastructure projects in lieu of a bachelor’s degree
  • Minimum 12 years of progressive experience managing complex infrastructure or energy projects
  • Demonstrated experience in Owner’s‑Representative, Project Management Consulting (PMC), Owner’s Engineer, or similar client‑side execution roles
  • Strong background in: Mega Project Execution in conventional generation Risk Mitigation Stakeholder, Contractor and EPC coordination Construction oversight and field execution Commissioning and turnover support
  • Proven ability to operate independently in an on‑site leadership role while coordinating with home‑office project management and controls resources

Responsibilities

  • Serve as the Owner’s representative for program and project execution
  • Act as the primary client interface for day‑to‑day coordination and issue resolution
  • Establish priorities and drive alignment across contractors, EPCs, OEMs, and stakeholders
  • Oversee scope, schedule, cost, risk, quality, and safety performance
  • Coordinate interfaces across power generation, electrical infrastructure, data center, and interconnection scopes
  • Support change management, claims avoidance, and commercial risk alignment
  • Partner with client or home‑office PM, scheduling, cost, and risk resources to maintain: Integrated Master Schedules Cost forecasts, commitments, and change logs Risk registers and mitigation plans
  • Provide consistent, executive‑level reporting to client and internal leadership
  • Coordinate integrated testing, commissioning, and turnover activities
  • Support transition to operations, documentation closeout, and lessons learned
