About The Position

The Jacksonville Aviation Authority (JAA) welcomes applications for the role of Project & Grants Manager. This is advanced professional-level accounting work specializing in the maintenance of project and grant accounting and financial records. The position requires a strong understanding and application of accounting principles and financial management practices, developed through education, training, and substantial professional experience. The role involves frequent interaction with internal departments, external partners, auditors, and granting agencies, requiring courtesy, tact, and effectiveness in providing information, resolving questions, and ensuring compliance with funding requirements. Work is guided by established policies, grant agreements, and accounting standards, while also requiring sound judgment to develop solutions and improve processes for managing project and grant funds. Duties are performed in an office environment using word processing, Excel spreadsheets, databases, and various accounting software. The position works under limited administrative direction within established plans, objectives, and functional policies, but is afforded discretion in determining how and when results are achieved. Work is reviewed for feasibility, compliance, compatibility with other projects, and effectiveness in meeting requirements and expected outcomes.

Requirements

  • Bachelor’s degree in Accounting, Finance, Business Administration or a related field.
  • Four (4) years of progressive experience in accounting, grant administration, or project accounting.
  • An equivalent combination of education, training and experience.

Nice To Haves

  • Oracle and/or Propworks experience.
  • Experience in government-funded environment.
  • Knowledge of federal grant compliance requirements.
  • CPA eligible or planning to pursue CPA certification.

Responsibilities

  • Develop, implement, and maintain accounting policies and procedures to ensure consistent and accurate management of project and grant funds.
  • Monitor project budgets, expenditures, and cost allocations to ensure adherence to grant requirements.
  • Track grant-related revenues and expenditures to support timely reporting and drawdowns.
  • Prepare and submit reimbursement requests to federal agencies in compliance with grant terms, federal regulations, and organizational policies.
  • Coordinate audits and financial reviews, including preparation of required documentation and responses to auditor or grantor inquiries.
  • Ensure accurate and timely month-end and year-end close processes for project and grant accounts.
  • Generate comprehensive financial reports to the CFO and the Planning & Engineering Department on the status of projects, including those completed, substantially complete, or in progress.
  • Identify and implement process improvements to strengthen internal controls, enhance compliance, and increase efficiency in project and grant accounting.
  • Reconcile and balance financial statements and accounting records and ledgers.
  • Perform variance analyses and prepare account reconciliations.
  • Make recommendations based on analysis and status of reserves, assets, and expenditures.
  • Review supporting documentation (e.g., invoices, payroll allocations, contracts) for compliance with grant requirements.
  • Coordinate more complex accounting projects and initiatives with other members of the accounting and finance team or other departments.
  • Perform other duties as required.
