About The Position

This position is accountable for directing and coordinating the district's Phase I location and design study activities required for proposed highway improvements so as to develop solutions that reflect the demands of highway safety and mobility, to ensure effective use of available funds, to ensure consideration of operational and maintenance impact, to ensure the appropriate level of environmental study/review and consideration of impact mitigation, and to facilitate the appropriate level of project coordination to obtain community acceptance.

Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Eight years of experience in civil engineering including three years of supervising staff and managing engineering functions.
  • Valid driver's license.
  • Overtime due to occasional attendance at meetings and conferences outside of normal working hours.
  • District-wide and state-wide travel.
  • 24-hours a day/7-days a week availability.
  • Successful completion of a background check.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

Responsibilities

  • Provides coordinated district effort in determining engineering feasibility of each project scope of work.
  • Provides for continuous consultation with all interested parties on location and design study problems so as to ensure timely approval of each project.
  • Provides for effective management of the section and the efficient distribution of work between in-house staff and consultants so as to ensure timely program progress and completion.
  • Provides for subordinate staff development through continuous performance evaluation and counseling and making proper training available.
  • Provides for close contact and communication with representatives of federal, state, and local government agencies; legislators; quasi-public agencies; the news media; and private citizens to obtain their acceptance of the district's programming initiatives.
  • Ensures that the program development functions are performed to provide effective and efficient highway transportation facilities that incorporate the latest policies and procedures that encompass Context Sensitive Solutions.
  • Performs duties in compliance with departmental safety rules and requires same of subordinate staff.
  • Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
