NOTE: This position is located in Bee Cave, 14 miles away from the Austin Metro Area. The Role: The Civil Engineer – Utility Construction serves as a subject matter expert in planning, feasibility analysis, and construction delivery for water, wastewater utility infrastructure projects. This role applies advanced engineering knowledge to assess utility service availability, evaluating project costs and constraints, coordinating with developers and contractors, and providing technical leadership throughout design and construction. The position coordinates with project manager(s) to ensure projects are delivered safely, on time, within budget, and in compliance with Texas regulatory standards, including TCEQ, PUC, and other utility regulations.

Requirements

  • Bachelor’s degree in civil engineering or related field (required).
  • Professional Engineer (PE) license in Texas required.
  • Minimum 8+ years of experience in water, wastewater, land development, or municipal infrastructure.
  • Advanced knowledge of civil engineering principles and utility infrastructure design.
  • Advanced knowledge of water distribution, wastewater collection, utility system design, including hydraulic flow analysis and regulatory requirements.
  • Proven ability to evaluate utility service availability, cost estimating, and managing construction-related changes.
  • Ability to read and interpret engineering drawings, specifications, and regulatory documents.
  • Demonstrated analytical, organizational, and communication skills; ability to provide technical leadership and mentorship..
  • Valid Texas driver’s license with ability to travel up to 20% within the state.
  • Frequent standing, walking, and site inspections on uneven terrain.
  • Ability to lift up to 25 lbs.
  • Ability to wear required PPE, including hard hat, safety glasses, and steel-toed boots.
  • Ability to work outdoors in varying weather conditions and around active construction sites.

Nice To Haves

  • Proficiency with AutoCAD Civil 3D and Microsoft Office Suite; Familiarity with hydraulic modeling software and project management tools (e.g., Monday.com) a plus.

Responsibilities

  • Prepare engineering layouts, drawings, and design support for water, wastewater utility systems, including pipelines, pump stations, storage facilities
  • Conduct desktop feasibility reviews to assess water, wastewater service availability, evaluate cost implications, and determine project viability using expert judgement and advanced analytical methods.
  • Verify CCN coverage using PUC resources, review TCEQ water well logs, and analyze nearby system capacity or well production data.
  • Perform engineering calculations for water, wastewater systems including hydraulic flow, pipe sizing, pressures, and system demands.
  • Review and interpret survey data, soil reports, and utility maps to support design decisions.
  • Prepare technical reports, meeting notes, project status to provide authoritative recommendations and updates for leadership.
  • Lead early-stage feasibility assessments to support strategic decision-making for new development projects.
  • Support permit applications, regulatory filings, and submittals.
  • Provide engineering leadership on projects involving conflicts with existing facilities, developing solutions and mitigation plans.
  • Develop and manage project schedules, budgets, and scopes of work.
  • Coordinate with developers, contractors, project managers, and engineers to ensure timely delivery of design information and resolve technical conflicts.
  • Review shop drawings, RFIs, and change orders for water, wastewater construction projects.
  • Conduct site visits and construction observations to verify compliance with design, safety, and regulatory standards.
  • Document field conditions, test results, and as-built information.
