The Work We are seeking a Project Engineer Staff to join our team in Owego, NY, supporting the full product lifecycle of avionics subsystems in the role of a Control Account Manager (CAM). The CAM will own the financial and schedule performance of one or more engineering control accounts (CAs) within a large‑scale program. The CAM will partner closely with engineering leads, senior program managers, and finance teams to ensure that cost, schedule, and technical objectives are met and risks are proactively managed. As a Project Engineer Staff, you’ll coordinate planning, organization, control, integration and completion of engineering projects within area of assigned responsibility. You’ll develop plans, review product design for compliance with engineering principles, company standards, customer contract requirements, and related specifications. You will coordinate activities concerned with technical developments, scheduling, and resolving engineering design and test problems. Please Note: Ability to travel up to 10% required. Must be able to obtain and maintain a DoD security clearance at the SECRET level. Ability to work remotely Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process. Work Schedule Information Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.

Requirements

  • Bachelor’s degree in a STEM related field
  • Minimum 5 years of program or project controls experience in aerospace, defense, or a similarly complex engineering environment.
  • Proven hands‑on experience applying EVM principles to large programs.
  • Ability to develop, manage, and forecast multi‑million‑dollar budgets.
  • Proficiency with scheduling tools (MS Project, Primavera P6) and creating WBS/OBS structures.
  • Strong quantitative and root‑cause analysis capabilities.
  • Familiarity with Agile concepts and Atlassian tools such as Jira.
  • Must be a US Citizen; this position will require a government security clearance at the Secret level.
  • This position is located at a facility that requires special access.

Nice To Haves

  • Advanced Degree – Master’s in STEM, Engineering Management, Business Administration, or Finance.
  • Professional Certifications – Earned Value Professional (EVP), Project Management Professional (PMP), or Certified Cost Engineer (CCE).
  • Defense Program Experience – Direct experience with Department of Defense (DoD) acquisition processes, Milestones, and CPARS.
  • Systems Engineering Knowledge – Understanding of systems engineering lifecycle and integration with control accounts.
  • Advanced Analytics – Experience with data visualization tools (Power BI, Tableau) for performance reporting.
  • Excellent written and verbal communication; ability to present complex data to senior leadership.
  • Proficient in MS Office (Excel, PowerPoint) and familiar with ERP/financial systems (e.g., SAP, Oracle).
  • Leadership – Demonstrated ability to lead cross‑functional teams and influence without direct authority.
  • Process Improvement – Involvement in Lean, Six Sigma, or other continuous‑improvement initiatives.
  • Current active Secret security clearance

Responsibilities

  • Control Account Ownership - Serve as the single point of accountability for cost, schedule, and performance of assigned engineering CAs.
  • Develop and maintain the CA budget, forecast, and earned value management baselines.
  • Partner with engineering, procurement, logistics, and quality teams to resolve cross‑functional issues.
  • Facilitate regular CA review meetings and ensure clear communication of status and decisions.
  • Agile participation as an Integrated Product Team member to include engineering planning activities to achieve program cost and schedule objectives.
  • Earned Value Management (EVM): - Track, analyze, and report EVM metrics (CPI, SPI, TCPI) on a regular cadence.
  • Identify variances, root causes, and corrective actions; communicate impacts to program leadership.
  • Integrated Planning & Scheduling: - Coordinate with engineering leads to develop realistic work breakdown structures (WBS) and detailed schedules.
  • Ensure alignment between the CA schedule and overall program master schedule.
  • Financial Forecasting & Reporting: - Produce monthly cost forecasts, cost-to-complete estimates, and variance reports.
  • Support the preparation of program financial reviews, audits, and stakeholder briefings.
  • Risk & Issue Management: - Identify cost‑schedule risks within the CA, assess their impact, and drive mitigation plans.
  • Maintain a risk register and ensure timely escalation of critical issues.
