About The Position

The Construction/Project Engineer is a non-supervisory position working in direct support of the Construction Manager. In general, the Construction Project Engineer will be responsible for: 1) the implementation of site/road design and in support of the overall construction program; 2) the planning and execution of technical and constructability reviews for each project; 3) Serves as the technical resource for gathering and transmission of project planning, design, and as-built collection; 4) Centralizes project data and performance metrics in terms of cost, schedule and quality; and 5) Responsible for the planning and development of company non-linear civil infrastructure. Target Responsibilities: Leads the development, design, review, and implementation of Civil projects under the oversight of the department construction manager, with input from all stakeholders. Provides engineering and construction support for Civil Development projects from concept to reclamation, including oversight of outside consultants or contractors while adhering to budget and schedule. Develops, reviews, and implements construction bid packages and ensure specifications meet approved Company Design and Engineering Standards. Reviews and prepares responses to request for information (RFIs), request for clarification (RFCs), and submittals. Manages utility relocation planning and overlapping Mechanical/Electrical design considerations with Construction Team. Provides field engineering support as required to resolve technical and construction problems. Interfaces with Construction Team and Engineer-of-Record on the resolution of technical problems. Monitors construction documentation and records for contract and technical compliance. Attends and/or leads project site coordination meetings and interdepartmental design meetings. Monitors the implementation of the Design Engineer’s Quality Control Program. Attends pre-construction conferences, progress meetings, and safety meetings. Reviews submittals and other construction documents and recommends technical solutions. Develops project objectives by reviewing project proposals and plans; conferring with management. Prepares project status reports by collecting, analyzing, and summarizing information and trends. Leads and participates in post-project After-Action-Review and manages the implementation of engineering solutions. Manages the Civil QA/QC Program. Organizes and reviews QA/QC daily reports for contractor work performance and project status updates. Delivers status reports as requested to the Construction Manager. Reviews and centralizes site designs, schedules, costs, and change order data and ensures accuracy. Regularly interfaces with asset team, internal operational teams, and organizes construction data accordingly. Supports continuous improvement projects within the construction group. Performs related duties as required.

Requirements

  • B.S. in Civil Engineering or closely related field of study required. Civil Engineering strongly preferred.
  • 10+ years of experience in the field of heavy construction including experience in such areas as site design and development, earthmoving, road design and construction, utility relocation, retaining walls, storm water management design and construction, soil cement conditioning, asphalt paving, and quality assurance/inspections.
  • Experience in managing the delivery of civil infrastructure projects from cradle to grave, required.
  • Excellent knowledge of design and visualization software such as AutoCAD, required.
  • Must be proficient in accurately compiling project costs and performing alternative analyses.
  • Must be able to accurately manage and report multi-year capital infrastructure budgets.
  • Must be able to accurately compile and administer a portfolio of civil infrastructure bids annually.
  • Must be able to process information quickly and perform effectively in a high-paced, multitask environment.
  • Must be able to define problems, collect accurate data, draw valid conclusions, and develop solutions.
  • Strong knowledge of civil engineering and geotechnical engineering theory and principles, required
  • Knowledge of state and local roadway regulations and design criteria, required.
  • Must be able to follow oral and written instructions and communicate effectively.
  • Must have excellent organization and documentation skills.
  • Must have excellent verbal and written communication skills and be able to develop good working relationships with landowners, contractors, government agency personnel, and CNX employees.
  • Must be able to lead cross-functional design meetings.
  • Must be able to regularly interface with multiple stakeholder departments including CNX operational and support personnel.
  • Must be proficient in Microsoft Office applications.
  • Must be a self-starter and be able to work and lead in an environment with minimal oversight.
  • Must be able to read, understand, and develop critical path method (CPM) schedules.
  • Must be a highly safety minded individual.
  • Some travel and overnight stay may be required.
  • Must possess and maintain valid driver’s license and be able to drive safely off-road in adverse conditions.

Nice To Haves

  • Experience delivering oil and gas civil infrastructure projects strongly preferred.
  • Knowledge of various federal, state, and local regulations preferred.
  • Knowledge of construction management information systems/databases preferred.
