  • Develop and coordinate planning studies to identify capital improvements needed to maintain water and wastewater service, reduce non-revenue water loss, and ensure regulatory compliance.
  • Support asset management studies, including condition assessments and equipment sizing evaluations.
  • Lead system-wide or targeted studies on supply sources, facility capacity, distribution main capacity, water quality, fire flow, water loss, and other system deficiencies to support operations, service extensions, and regional growth.
  • Act as the primary technical expert on capital planning, demand forecasting, transmission and distribution adequacy, hydraulic modeling, analysis, and water conservation, collaborating with State Engineering and Operations teams.
  • Supervise, train, and mentor the Planning and Hydraulic Modeling team.
  • Build, calibrate, and maintain hydraulic models for water distribution and wastewater collection systems.
  • Coordinate pressure, transient, and flow monitoring studies, including site selection, field installation support, and data analysis against SCADA or model results.
  • Deliver or oversee technical modeling analyses and related deliverables.
  • Lead due diligence for company acquisitions by identifying capital improvement needs, estimating costs, and projecting timelines for candidate systems.
  • Evaluate new technologies to enhance water quality, customer service, and operational efficiency.
  • Stay informed on industry trends and advancements, assessing their relevance to company operations.
  • Chair the Corporate Water Loss Committee, managing recurring meetings, coordinating subcommittees, establishing company standards, and supporting state-level water loss reduction initiatives.
  • Collaborate with the asset management team on condition assessments for water and wastewater systems, including asset inventory, condition evaluation, and capital improvement planning.
  • Oversee daily project delivery, managing staffing, schedules, scope, and budgets.
  • Perform other tasks as assigned.
  • Bachelor's degree in Civil or Environmental Engineering or a related field (required); Master's degree (preferred).
  • Professional Engineer (P.E.) license or ability to obtain within 24 months.
  • Minimum of 5 years in hydraulic modeling, planning, and analysis of water and wastewater systems.
  • Proven expertise in hydraulic field testing, data collection, and master planning for water and wastewater systems.
  • Experience with Geographic Information Systems (GIS) is a plus.
