About The Position

Join us in the exciting role of providing a Project Engineer-Business Development & Client Solutions who serves as a technical lead and client-facing representative for capital projects across the Architect of the Capitol (AOC). This role combines engineering expertise, project oversight, and business development–style relationship management to support congressional stakeholders, internal jurisdictions, and external partners. This position ensures that projects are well-scoped, technically sound, strategically aligned, and delivered in a way that strengthens long-term partnerships across the Capitol campus. The ideal candidate is a versatile engineer with 10+ years of experience supporting complex building or infrastructure projects, ideally within federal, public-sector, or historic environments. They bring strong technical judgment across multiple engineering disciplines and are equally comfortable conducting feasibility studies, reviewing designs, and supporting construction activities. They excel in client-facing settings—able to translate stakeholder needs into clear project scopes, build long-term relationships, and deliver polished briefings to high-visibility decision makers. This person thrives in a collaborative, mission-driven environment, balancing engineering rigor with strategic thinking, clear communication, and a service-oriented mindset. A PE license and experience with historic facilities or federal campuses are valuable differentiators

Requirements

  • A Bachelor’s degree in Civil, Mechanical, Electrical, Structural, or Architectural Engineering.
  • 10 years of progressively responsible experience in project engineering, facility engineering, building systems, or capital project delivery.
  • At least 1–2 years of experience in client-facing, stakeholder engagement, or business development–style roles (internal or external).
  • Experience working on multi-disciplinary engineering projects or public-sector infrastructure is strongly preferred.
  • Engineering studies, feasibility analyses, and technical assessments.
  • Reviewing or producing engineering designs, specifications, drawings, and calculations.
  • Familiarity with federal codes, sustainability standards, and historic preservation constraints.
  • Exposure to construction inspections, commissioning, or field verification activities.
  • Experience supporting project scoping, budgeting, scheduling, and risk assessments.

Nice To Haves

  • A Master’s degree in Engineering, Construction Management, or a related field is beneficial but not required.
  • 10+ years of engineering or project delivery experience in complex facilities, government buildings, or historic structures.
  • Experience working with federal agencies, especially AOC, GSA, USACE, NAVFAC, or similar.
  • Prior involvement in RFP development, proposal evaluation, or contractor oversight.
  • Experience presenting technical information to executives, elected officials, or high-visibility stakeholders.
  • Background in value engineering, lifecycle cost analysis, or capital planning.
  • Professional Engineer (PE) license preferred, not required.
  • FE/EIT (Fundamentals of Engineering/Engineer-in-Training) certification is a plus.
  • A Project Management Professional (PMP) or similar credential is beneficial but optional.
  • Training or certification in historic preservation, sustainability, or federal facility management is advantageous.
