About The Position

As a Project Director at LJA Transportation, you will be responsible for providing strategic leadership across toll technology programs, overseeing planning, implementation, and operational performance while serving as a trusted advisor to toll agency partners. The Tolling Project Director is responsible for managing and growing client accounts, leading multidisciplinary teams, and driving business development efforts to expand LJA’s tolling practice. The position leads the full lifecycle of toll revenue collection systems and operations—from concept of operations and procurement strategy through system implementation and long-term operational optimization. This role ensures successful delivery of complex programs while identifying opportunities for continuous improvement, innovation, and expansion of services.

Requirements

  • Bachelor’s degree in Engineering, IT, Accounting/Finance, Business, or related field
  • 12+ years of relevant experience in tolling, transportation technology, or related field
  • Proven experience managing programs and leading teams
  • In lieu of education, 15+ years of related experience
  • Demonstrated leadership experience managing complex programs and multidisciplinary teams
  • Strong client relationship management and business development capabilities
  • Deep understanding of tolling systems, operations, and lifecycle delivery
  • Excellent communication, negotiation, and executive presentation skills
  • Proven ability to grow accounts and develop new business opportunities

Responsibilities

  • Provides executive-level leadership for toll technology programs, ensuring successful delivery across multiple projects and clients.
  • Leads and manages multidisciplinary project teams, fostering collaboration, accountability, and high performance.
  • Develops and maintains strong client relationships at the executive and program levels, serving as a trusted advisor.
  • Drives account growth through identification of new opportunities, cross-selling services, and supporting business development initiatives.
  • Leads pursuit strategies, proposal development, and positioning efforts for new and existing clients.
  • Oversees program-level planning, including assessments, concept of operations, procurement strategies, and implementation roadmaps.
  • Provides strategic oversight of procurement processes, including development of RFPs and evaluation frameworks.
  • Directs toll system implementation efforts, including oversight of design, integration, testing, and deployment activities.
  • Ensures effective operational oversight of toll systems, identifying performance improvements and optimization strategies.
  • Establishes and enforces quality control standards across programs and projects.
  • Mentors and develops staff, supporting career growth and expanding internal capabilities within the tolling practice.
