About The Position

Project Development Supervisor II in ISD / PLEMO This position will plan workflows, deadlines, and work objectives to properly perform preliminary engineering studies and provide timely environmental documentation to meet production schedules. Responsible for managing the District Project Development Program. Make educated engineering decisions on roadways and bridge alternatives selections to avoid project complications as well as signs and seals plans as the Registered Professional Engineer. Requirements

  • Knowledge of: Project development & environment (PD&E) manual.
  • Plans preparation manual and preparing roadway and/or drainage design plans.
  • Florida Department of Transportation (FDOT) procedures including consultant acquisition process.
  • The department’s PD&E process including legal requirements pertaining to PD&E studies.
  • FDOT production process
  • The design/build process.
  • Skills in: Performing man-hour negotiations on PD&E and/or roadway or drainage design projects.
  • The preparation of presentations and technical reports.
  • Ability to: Delegate tasks, schedule activities and monitor progress to meet project goals.
  • Communicate technical information clearly.
  • Supervise, assess performance and discipline employees.
  • Manage consultant work.
  • Develop complex transportation alternatives & determine impacts using engineering principles.
  • Deal effectively with technical, non-technical, and possibly hostile people.
  • Read and interpret construction plans, specifications, design standards and PD&E process manuals and to analyze and interpret engineering data.
  • Establish and maintain effective working relationships with the public, co-workers, and outside agencies.
  • Communicate effectively both verbally and in writing.

Responsibilities

  • Supervises employees spending most of their time communicating with motivating, training, and evaluating employees, and planning and directing employees’ work. Supervises employees who comprise the Project Development section of the Environmental Management Office. Supervision of these employees includes leave approval, timesheet approval, assignment of tasks, employee performance appraisals, training assignments, training request approvals, employee task monitoring, counseling of subordinate employees, disciplinary actions, and other supervisory related duties and responsibilities. Responsible for managing the District Project Development Program.   • Directs Project Development & Environment (PD&E) Project Managers with the administration and production of environmental documents and all supporting documentation for approval by the lead federal agency. Oversee the timely and accurate production of environmental and engineering documents, the prompt coordination and response to local and federal agencies, and the completion and submission of the environmental documents required to receive federal approval (referred to as the Location and Design Concept Acceptance [LDCA]) of these highly detailed documents.
  • Manages and directs the preparation and control of hazardous waste and asbestos identification on existing and proposed right-of-way and properties. Coordinates contamination clean up, when required, with the Department of Environmental Protection. Works with and assists other departments with contamination clean-up. Implements departmental policies and decisions related to the Environmental Management Office.
  • Reviews all phase submittals of final design projects for which a PD&E Study was prepared which includes construction plans, drainage design, utility location plans, signing and pavement marking plans, etc. Attends progress meetings to provide input on design alternatives to ensure the incorporation of all feasible concepts in the PD&E study and the resulting document.
  • Participates in the preparation of design/build project packages. Prepares and reviews the highway design engineering portion of environmental documents, which includes layouts of design concepts for corridor and design alternatives, development of typical sections, vertical and horizontal alignments, existing and proposed right-of-way limits, preliminary intersection/interchange designs, and any graphics or schematic diagrams required for these environmental documents.
  • Provides support in the public information process. Provides necessary information to ensure the public is sufficiently informed on proposed improvements. Attend public involvement meetings and public hearings to aid, during the informational periods, in answering individuals’ questions pertaining to the proposed designs and alternatives under consideration. Conducts briefings for upper management, other departments, elected officials as well as the lead federal agency and other agencies/partners.
  • Provides oversight in the technical review of the consultant’s work effort. Manages and coordinates contract development and consultant staff-hour negotiations. Prepares PD&E studies and design scopes of services. Prepares the Department’s independent staff-hours involved in work efforts. Provides analysis and evaluation of proposals. Monitors consultants’ progress in administrative and fiscal aspects of projects.
