About The Position

Technical skilled and staff assistant functions pertaining to the Public Work's Regulatory Division. Work involves a variety of engineering duties associated with the planning and review of Commercial Development projects to include participating as a member of the Site Plan Review Committee and providing oversight to assigned Capital Improvement (CIP) and Commercial Projects. Facilitates the development of public trust and confidence in the City. This position is considered an "Essential Position" for the purpose of Emergency Management.  Emergency duties will be assigned as needed.   This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials.

Requirements

  • Graduation from an accredited high school or possession of an acceptable equivalency diploma required.
  • Minimum of three (3) years' experience in responsible office work and two (2) years of experience working with residential and commercial applications and other regulatory agencies required.
  • Possession of valid driver's license and maintenance of clean driving record required with the ability to obtain a valid Florida driver's license within 30 days from date of hire.
  • Ability to establish and maintain effective working relationships with consultants, employees, the public, and officials.
  • Ability to communicate effectively in writing and orally.
  • Knowledge of municipal and civil engineering objectives, purposes, methods, and practices.
  • Knowledge of the principles and practices applied to inspection and testing of materials used in the construction of civil engineering projects.
  • Advanced knowledge of business English, spelling, and punctuation for the purpose of preparing documents, compose letters, etc.
  • Knowledge of office practices and procedures.
  • Knowledge of the Department and City's policies, procedures, and practices.
  • Knowledge of construction terminology and documentation.
  • Knowledge of telephone etiquette.
  • Knowledge of flood zones, utility easements, and local maps.
  • Knowledge of City codes and ordinances and requirements of multiple outside agencies as they pertain to Public Works permits.
  • Ability to work under pressure and meet deadlines.
  • Ability to follow through on designated tasks.
  • Ability to access, input, and retrieve information from a computer.
  • Working knowledge of regulatory agency permitting and requirement as well as regulations for City Land Development Codes (Florida Department of Transportation (FDOT), Florida Department of Environmental Protection (FDEP), South Florida Water Management District (SFWMD), etc.).
  • Ability to interpret plans and specifications.
  • Ability to prepare and understand budget, cost estimates, and accounting documentation for engineering related projects and work.
  • Ability to prepare, follow, and understand schedules for design, permitting, or construction projects.
  • Ability to prepare written technical reports.
  • Ability to learn to plan, schedule, and supervise work activities related to design of civil engineering projects; survey stakeouts and inspections for residential and commercial construction; CIP roadway and drainage projects.

Nice To Haves

  • Advanced college-level course work in the fields of survey/mapping, civil engineering, computer aided drafting/design, and/or experience in the field of construction and inspection is preferred.

Responsibilities

  • Keeps the mission, vision, and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives; maintains high levels of work and productivity by generating innovative solutions to work situations.
  • Reviews plans, calculations, permits, and other documentation related to commercial and residential construction for conformance with applicable City ordinances, particularly those involving transportation and stormwater management.
  • Responsible for project correspondence and management of commercial projects including coordination with applicants, other Divisions, Departments, and Agencies.
  • Attends meetings as a representative of the Regulatory Division or City of Port St. Lucie.
  • Participates in the Site Plan Review Process and serves as a department representative in the Site Plan Review Committee meeting.
  • Conducts research, responds to Citizen Comments, and prepares written summaries as they relate to commercial development issues.
  • Perform and evaluate reports/data for various engineering related subjects as they apply to the Regulatory Division, CIP projects or the Department.
  • Makes field observations to verify or gather information on existing conditions; design alternatives; and progress of residential and commercial construction.
  • Manages assigned CIP project tasks including administration of contract, review of pay requests, cost estimates change orders, and schedules.
  • Serves as a liaison between City, public, developers, contractors, and other regulatory agencies with regards to assigned projects.
  • Makes field observations to verify or obtain information on existing conditions, possible design alternatives, and construction progress for assigned CIP Projects.
  • Maintains Regulatory Division records and database.
  • Other duties as may be assigned.
