About The Position

NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio – one of the largest in NY State – as well as a range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. A&CM’s Strategic Services is comprised of five diverse teams who provide key business services and drive operational excellence across A&CM. Core functions of Strategic Services include: leading capital planning and financial administration including cost estimating for capital projects; supporting business departments to apply best-practice project management and project controls frameworks; enabling strategic vendor and contract management services; providing business intelligence services across the division to ensure data-driven management and decision-making; and supporting business operations through human resources management and logistics administration. Within Strategic Services, the Project & Operational Excellence (P&OE) team has three primary objectives: (i) support business departments to apply best-practice project management and project controls frameworks to capital projects, (ii) input to the planning and execution of related Division-wide policies and practices, and (iii) design and support implementation of business process improvement initiatives through A&CM’s construction project management information system (PMIS), which the P&OE team is responsible for directly managing and supporting use of. The P&OE team is seeking to hire a Project Controls Specialist to provide scheduling expertise and support to capital project and program management teams. The Project Controls Specialist role requires the ability to prepare complex capital projects schedules and resource plans, and a demonstrated proficiency in reporting and analysis. Candidates should have experience in capital planning, analysis of schedule quality, development of cost loaded schedules, knowledge of risk management and risk frameworks, and understanding of various project management scheduling software. Candidates should have excellent analytical as well as verbal and written communication skills, and the ability to work collaboratively across teams. Under direction of the Deputy Director of Project & Operational Excellence, and with latitude for independent initiative and judgement, the selected candidate will provide scheduling expertise and support to project and program management teams.

Requirements

  • Subject Matter Expert: An expert in program and project management, project controls, data-driven planning and management techniques, and related software tools, with a strong understanding of owner-contractor arrangements in public sector capital construction and development programs, ideally in New York City and State. Experience with business process reengineering, lean methodologies, and application to various functional and operational areas.
  • Analytical Problem-solver: A structured thinker and problem-solver, able to design and execute analysis to support decision-making and operational planning and execution, while effectively juggling diverse responsibilities and multiple, competing priorities. Demonstrated experience supporting operational excellence with a focus on rigorous and practical use of data and analysis, project management, stakeholder coordination, and resource optimization.
  • Exemplary Communication Skills & Collaborative Approach: Excellent interpersonal skills with a demonstrated ability to collaborate effectively with internal and external stakeholders across diverse backgrounds. Exceptional verbal and written communication skills, including the ability to convey technical concepts to non-technical audiences.
  • NOTE: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Project Manager to be considered.
  • A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
  • A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
  • Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above.

Responsibilities

  • Prepare and support project management teams to prepare project schedules that accurately represent the interrelationship of activities, as well as resource plans and cost budgeting, from scopes of work, estimates, drawings and contract specifications.
  • Assess impact(s) of design/construction changes and schedule slippages, including conducting time impact analyses and cost forecasting, and advise project management teams on schedule updates and changes based on scheduling policies and best practices.
  • Analyze, evaluate, forecast, and report schedule status against established baselines, schedule trends and risks, and assist with analysis of bi-weekly schedule updates and progress reports, to keep field management informed of potential problem areas.
  • Support project teams to resolve issues that arise in schedules and cost management.
  • Ensure data quality issues are identified and addressed promptly and accurately in adherence to A&CM policies and procedures.
  • Understand and clearly explain A&CM project controls policies to teams, providing guidance and ensuring consistency across the whole division.
  • Escalate project controls-related issues (e.g., unresolved baseline delays, recurring data inaccuracies, or policy non-compliance) to senior staff to ensure timely resolution, policy reinforcement, or strategic decision-making.
