Eichleay is seeking a self-driven and collaborating Estimator to join the team. This full-time position will consist of coordinating with project team members and client to establish well document, factual, and accurate TIC project estimates and basis of estimates based on historical and verifiable data for small and medium capital projects as part of an overall program. Work with Project Controls Team Manager to establish client specific templates based on local labor and historical subcontractor costs that integrates into client systems and procedures. Make high-level decisions and recommendations about project requirements and assumptions. Compensation : $95,000 to $135,000 Anticipated annual salary may vary based on skills, experience, qualifications, and internal peer equity. The pay range listed for this position is based on the anticipated base compensation at the time of the posting.   • Accountable for understanding and adhering to Client specific guidelines, assurance processes and requirements.
  • Accountable for the accuracy and completeness of estimate and basis of estimate prior to issuing internally and externally.
  • Responsible for setting up and leading internal and external estimate review meetings.
  • Ensures that lessons learned are captured and implemented in support of continuous improvement.
  • Promotes communication and teamwork within group and project.
  • Responsible for preparation of construction cost estimates. The estimates range from conceptual to detail (EPC).
  • Provides assistance in cost studies for Clients, allowing them to decide which commercial direction a project needs to take.
  • Responsible for initial constructability studies to ensure the scope can be constructed within the Clients’ goals (safety, schedule, accessibility issues, sequencing of construction).
  • Receives instruction on specific objectives.
  • Receives direction on unconventional and/or complex problems, and possible solutions.
  • Receives thorough review of completed work for application of sound professional judgment.
  • May assign tasks to and direct other estimators and staff.
  • Act as the focal point with the client, project managers, subcontractors, procurement and project controls team as appropriate to ensure estimate scope inclusions and exclusions are fully inclusive and accounted for.
  • Provide post-construction look-back estimate comparison to management.
  • Develop division of work matrix for each estimate.
  • Develop estimate Work Breakdown Structure.
  • Provide guidance for MTO generation and equipment pricing.
  • Advocate and promote the project change management system and facilitate assurance activities to ensure the process is adhered to.
  • Transfer estimate line items into client’s project tracking system to establish the cost baseline.
  • Incorporate approved change orders into estimate and project tracking.
  • Provide subcontractor quotation reviews and comparisons against misaligned estimated budgets.
  • Serve as host for ongoing internal team and client team estimating meetings.
  • Assist with the preparation of proposal schedules (construction durations).
  • Participate in risk analysis workshops.
  • Bachelor's degree in Engineering, Construction Management, or a related field; Master's degree or professional certifications (e.g., PSP, PMP, AACEi) preferred.
  • Minimum 8+ years of experience in estimating within the oil and gas industry, with at least 5 years in a senior role (e.g., refinery expansions, offshore platforms, or pipeline networks).
  • Proven track record working with major energy clients.
  • Proficiency in industry-standard estimating software: Aspen, or equivalent tools.
  • Strong knowledge of the oil and gas industrial industry, engineering deliverables, procurement, permitting, construction, commissioning, stages and gate approvals.
  • Excellent analytical, communication, and leadership skills, with the ability to present complex data to non-technical stakeholders.
  • Possesses strong oral and written communication skills.
  • Interacts with engineers, designers, Clients and vendors.
  • Ability to process and comprehend project design requirements, scope change impacts, Client impacts, and to make high-level decisions and recommendations about project requirements to ensure estimate meets all the design criteria.
  • Ability to manage and work according to project schedules while meeting project budget requirements.
  • Understands the needs for high level of productivity, accuracy, and solid documentation.
  • Ability to understand project requirements and needs, and to use this information when creating estimates.
  • Experience with generating conceptual (factored) and detailed estimates based on the stage of engineering.
  • Has good knowledge of construction, including construction management operations.
  • Knowledge of refinery process units and understanding of impacts associated with refinery shutdowns.
  • Knowledge of oil and gas instrumentation, valves, equipment, construction, and adjustments for turn around periods.
  • Knowledge and familiarity with structuring and maintaining historical databases preferred.
  • Knowledge and familiarity with mixed labor rate calculations.
  • Knowledge and familiarity with typical engineering and contingency ratios for each stage.

Client Safety Training and current badge or ability to obtain. TWIC Certification and current card or ability to obtain. Background screening including previous employment, education, criminal history, and driving record verification. Participation in random drug and alcohol programs.
