About The Position

STV is seeking a Project Controls Process Manager to support major capital improvement programs for public-sector clients in the Austin, Texas area. This role will be based in Austin and will report to regional Project Controls leadership. The Project Controls Process Manager will oversee key project controls functions, including cost management, schedule coordination, forecasting, risk tracking, and performance reporting, ensuring projects are delivered on time and within budget. This role works closely with program leadership, project managers, and client stakeholders to provide accurate, timely, and actionable information to support decision-making.

Requirements

  • Bachelor’s degree in Engineering, Construction Management, Business, Finance, or related field
  • Minimum 10+ years of experience in project controls, cost management, or related roles on capital programs or infrastructure projects
  • Experience supporting public-sector or large capital programs preferred
  • Proficiency with project controls tools such as Primavera P6, Microsoft Project, or similar scheduling platforms
  • Experience with cost management systems and financial reporting tools
  • Strong analytical skills, including forecasting, variance analysis, and trend analysis
  • Excellent communication skills and ability to interface with multidisciplinary teams and stakeholders
  • Strong organizational skills, attention to detail, and ability to manage multiple priorities

Nice To Haves

  • Professional certifications such as PMP, CCP, EVP, or similar
  • Experience supporting municipal, education, or large (+$250 million) building programs
  • Familiarity with program/project management environments

Responsibilities

  • Lead project budgeting, cost baseline development, and change management processes
  • Monitor project expenditures, commitments, and forecasts against approved budgets
  • Prepare periodic cost forecasts, trend analyses, and variance reports
  • Support schedule oversight and coordination with project teams and contractors
  • Track risks, issues, and change events impacting project performance
  • Develop and deliver project and program performance reports and dashboards
  • Communicate cost and schedule status, risks, and recommended actions to program leadership and stakeholders
  • Ensure consistency, accuracy, and integrity of project controls data and documentation
  • Coordinate with project managers, finance teams, and consultants to maintain alignment
  • Support continuous improvement of project controls tools, processes, and reporting practices
