Project Controls Planner/Scheduler
About The Position
Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile. Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject to and agree to random drug and alcohol testing as a condition of employment. The ability to obtain/maintain access to the Blue Grass Army Depot is required. Must be physically fit and able to work safely at an operating plant. The purpose of the Senior Planner Scheduler is to perform construction schedule development, maintenance, monitoring, and analysis of activities. Supports project organizational and administrative activities when delegated. Supervises planning/scheduling activities when delegated. Ensures work is completed as scheduled and identifies construction schedule-associated cost trends for management attention. Obtains required schedule information from all disciplines and functions. Coordinates with all departments to ensure understanding of project schedule needs. Responsible for total integration of schedule activities. Identifies restraints and their effect on the schedule. Identifies schedule considerations and challenges resulting from inter-discipline or functional restraints and interfaces. Monitors and reports critical path and schedule performance. Conducts schedule analysis and studies of problem areas to determine the criticality of scheduled activities. Recommends alternatives for schedule improvement to the project team for discussion and/or decision. Responsible for leading, when requested, the development and review of schedule recovery plans, including the evaluation of additional resources/costs required to affect such plans.
Requirements
- Bachelor's degree from an accredited university with at least 10-13 years of professional experience or in lieu of degree, a high school diploma or equivalent and at least 14-17 years professional experience.
- This role requires a facility-specific clearance that requires U.S. Citizenship to obtain
- Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.
- Advanced proficiency with Primavera P6 scheduling software.
- Experience in performing, monitoring, and reviewing scheduling functions which include planning, critical path analysis, and schedule performance measurement.
- Must demonstrate good interpersonal teamwork and communication skills.
- Ability to work under pressure and with minimal supervision.
- Advanced level of proficiency in using Project Controls software applications such as Excel, Word, and PowerPoint.
- Demonstrated ability to work with people of varied backgrounds and objectives.

- Previous Earned Value Management System experience on complex Engineering, Procurement and Construction (EPC) jobs.
- Demonstrated skill in identifying and analyzing issues and recommending corrective actions.

- This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated.
- Eligibility to be placed in a CPRP or UAP position requires US citizenship .
- This position is designated as a Chemical Duty Position and is subject to the requirements of the Chemical Personnel Reliability Program (CPRP). As a condition of employment, candidates and incumbents must favorably complete a series of screenings included but not limited to: a personnel security investigation, urinalysis testing, medical exam and respiratory screening, and must meet and maintain personnel suitability and reliability requirements established by Army Regulations.
