POSITION SUMMARY: The Marathon Petroleum Company (MPC) El Paso Refinery is seeking a Project Controls Manager to provide leadership and oversight for project controls activities supporting Routine Maintenance, Major Maintenance Programs, Turnarounds, and Project Construction. This position is responsible for the development, management, and reporting of budgets, estimates, schedules, and cost controls to ensure the maintenance portfolio, projects and TAR events are executed within approved financial targets. The Project Controls Manager ensures consistency and accuracy in project controls reporting across the site while driving continuous improvement in processes, tools, and performance metrics. This role partners closely with Maintenance, Engineering, Construction, Operations, and Accounting to deliver timely, data‑driven insights that support decision‑making and risk management related to cost and schedule. The position reports to the site Maintenance Director.

Requirements

  • High School Diploma or GED required.
  • Seven (7) years or more project management, project controls, and execution experience.

Responsibilities

  • Lead and manage the project controls team, providing guidance and support, and professional development while fostering collaboration among team members to achieve project and organizational objectives.
  • Facilitate communication among stakeholders, informs stakeholders about project or program developments, changes, and challenges related to project controls discipline. Prepares and presents regular reports on portfolio status to stakeholders, highlighting any issues, opportunities, risks, or deviations from the plan.
  • Manage all aspects of cost, schedule, and budget control for projects, programs, and events throughout their lifecycle. This includes budget development, cost estimating, expenditure tracking, and ensuring that financial resources are allocated appropriately. Develop and maintain project schedules, ensuring that timelines are realistic and adhered to, and update schedules as needed based on project progress. Track project performance using key performance indicators (KPIs) to assess whether the project is on track in terms of time, cost, and scope.
  • Manage the overall budget portfolio (development & reporting) of multiple projects, events, and programs within the division. Supports management and teams on selecting, prioritizing, and developing budgets in a way that aligns with the division’s strategic goals and maximizes overall value.
  • Ensure the use and understanding of other project systems tools and procedures along with ensuring projects comply with corporate policies, applicate RSP project controls deliverable requirements and industry standards.
  • Analyze data and performance trends to provide actionable insights, anticipate risks and opportunities, and support the development and execution of mitigation strategies throughout the project lifecycle.
  • Provide project and division management with the necessary tools & training for project control deliverables, procedures, and processes. Manages and documents customization of project control systems to meet specific project requirements.
  • Maintain fluency and working expertise in project controls systems including IPS, RCR, SAP, iTAR, iCON, and P6.
