About The Position

Project Controls Manager establishes and operates the integrated project controls framework to manage overall project performance across Scope, Schedule, Cost, Risk and interfaces. He/She leads the integration of controls processes, ensures alignment among packages/disciplines/organizations, and manages technical and execution interfaces to prevent gaps, overlaps, and out-of-sequence work. The role also provides Owner-side oversight of the GC(General contractor)s schedule progress, payment progress, and actual performance verification, ensuring KPI and reporting integrity for reliable decision-making by the Client. SCOPE OF MANAGEMENT: Establish integrated Project Controls procedures and detailed workflows for stakeholders (Owner/PMO, CM, Designer, GC, Vendors). Manage and maintain an integrated performance baseline (scope/schedule/cost) and change governance linkage to ensure single-source-of-truth project status. Lead interface management across trades/packages and between organizations; ensure technical linkages and handover requirements are defined, tracked, and closed. Oversee and validate GC-submitted deliverables including: baseline and updated schedules, progress updates, look-aheads earned progress / actual verification, productivity trends payment applications and progress measurement basis Implement KPI governance and reporting controls to ensure data quality, consistency, traceability, and auditability. Prepare periodic/non-periodic integrated dashboards and reports (performance, interfaces, risks, corrective actions) to support management decisions.

Requirements

  • BS/BE in Engineering, Construction Management, Project Management, or related field (advanced degree is a plus).
  • Minimum 10+ years experience in project controls and integrated performance management on industrial/infrastructure/mega projects (Pre-FEED/FEED/EPC/CM phases).
  • Proven capability to establish and run integrated controls across scope, schedule, cost, and risk, including baseline governance and change integration.
  • Strong experience with interface management (package/trade/ organization interfaces) and technical dependency coordination.
  • Demonstrated experience in GC oversight including schedule review, progress/actual verification, and payment/progress consistency checks
  • High proficiency in planning and controls tools: Primavera P6 and/or MS Project Advanced, Excel; dashboard/reporting tools (e.g., Power BI) preferred
  • Strong analytical skills for variance analysis, forecasting, and recovery planning.
  • Excellent communication and stakeholder management skills; ability to challenge data and drive alignment diplomatically.
  • US project experience strongly desirable.
  • Bilingual (Korean & English) preferred depending on project stakeholder composition.
  • Bilingual: Fluent in Korean and English (if Needed)
  • Knowledge of Primavera or MS Project.
  • Knowledge of Project Management of construction projects.
  • Ability to effectively communicate and coordinate progress, cost, construction activities with project stakeholders.

Responsibilities

  • Establish project-wide Integrated Project Controls Plan covering: WBS/CBS/OBS alignment and coding structure progress measurement rules (physical % complete, milestones, quantity-based, etc.) change control linkage (scope/schedule/cost/risk) data cut-off rules, reporting calendar, approval workflow
  • Standardize tools, templates, and reporting formats across stakeholders for consistent controls and traceability.
  • Set up governance for baseline management, variance analysis, and corrective action tracking.
  • Maintain and manage integrated performance status across: Scope: scope register, deliverables status, package boundaries, gaps/overlaps, Schedule: baseline integrity, critical path, constraints, recovery plans, Cost: alignment of progress, commitments, forecast, and change impacts (in coordination with Cost Manager/QS if applicable), Risk: schedule/cost risk drivers, mitigation tracking, contingency logic (as applicable)
  • Conduct periodic integrated performance reviews to identify root causes of variance and recommend mitigation/recovery actions.
  • Provide forward-looking forecasts (schedule and performance) and early warnings on potential impacts.
  • Establish and operate an Interface Management Framework, including:interface register (package-to-package, discipline-to-discipline, org-to-org), interface ownership (RACI), due dates, and acceptance criteria technical handover requirements and dependency mapping
  • Facilitate interface coordination meetings and manage resolution of cross-package issues: design/engineering deliverable dependencies constructability sequencing constraints temporary works, tie-ins, shutdown windows, access constraints
  • Ensure interface decisions are documented, tracked, and reflected in schedule and execution plans.
  • Review and validate GC baseline schedule and updates for: logic quality, resource/cost loading expectations (if required) critical path credibility, float management, and change incorporation alignment to contract milestones and package interfaces
  • Verify reported progress/actuals through defined validation methods (e.g., quantity checks, milestone evidence, field verification, deliverables completion evidence).
  • Review payment applications (??) by confirming: progress measurement basis and supporting documentationconsistency between claimed progress, schedule updates, and physical evidence alignment to contract payment terms and approved changes (with commercial team)
  • Monitor productivity trends and performance indices (where applicable) and flag anomalies or integrity concerns.
  • Establish KPI definitions, calculation rules, and data governance to ensure consistent reporting across all packages.
  • Manage reporting integrity including: source data control, versioning, audit trail cut-off discipline, reconciliation between schedule/progress/cost prevention of double counting or misaligned progress basis
  • Prepare periodic and ad-hoc reports for the Client, such as: Integrated Project Performance Report (Scope/Schedule/Cost/Risk) Interface Status Report (open items, critical interfaces, overdue actions). Schedule Health & Critical Path Report, Progress/Payment Verification Summary Executive dashboards and exception reports (early warnings, decisions required)
