The Project Controls Manager will be responsible for overseeing various project controls activities, ensuring effective cost and schedule management for ongoing projects within the oil, gas, and chemical sectors. This role involves developing and preparing cost and schedule information for proposals and projects, as well as creating and implementing project controls procedures, work instructions, tools, and reports. The Project Controls Manager will coordinate data and documents necessary for project historical reports and will develop metrics to report on the cost and schedule health of projects. This position requires a proactive approach to identifying risks and opportunities, preparing detailed analyses, and providing recommendations based on current project data and historical benchmarks. In addition to general project controls responsibilities, the Project Controls Manager will play a critical role in cost engineering and estimating. This includes coordinating the preparation and control of project budgets, monitoring and forecasting project cost performance, and developing job hour reporting systems. The manager will also be responsible for reviewing billing details for invoicing and maintaining on-project staffing plans. Furthermore, the role involves implementing and maintaining a Change Management Program and assisting in the development of cash flow and revenue projections. Planning and scheduling are also key components of this position. The Project Controls Manager will develop and maintain project schedules, ensuring integration with construction activities and preparing schedule narratives. The manager will monitor schedule deviations, conduct time-impact analyses, and ensure the integrity of the earned value system. This role requires a strong understanding of project controls concepts and tools, as well as effective communication and leadership skills to manage multiple priorities and work collaboratively with various teams.
