We are seeking a Project Controls Manager to support construction management and project control operations for Los Angeles County CAPEX program. This position will serve as a key cost/financial lead, overseeing cost management and budget tracking for high-value public-sector infrastructure efforts. The successful candidate will manage fiscal accountability, ensure compliance with County financial procedures, and deliver timely and accurate financial reports in support of multi-phase construction contracts.

  • Lead all project cost management, budgeting, and financial oversight activities.
  • Develop and maintain project budgets, forecasts, and cash flow analysis aligned with County requirements.
  • Prepare, submit, and track all contract and consultant invoices; coordinate with the County on payment status.
  • Monitor financial compliance with contract terms, approved scopes, and funding allocations.
  • Support preparation of monthly financial reports, audit documentation, and funding source summaries.
  • Coordinate with Project Controls team on budget adjustments, change orders, and funding reallocations.
  • Liaise with County fiscal officers and auditors to support financial transparency and reporting.
  • Assist in maintaining financial records per ISD requirements and internal controls.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
  • Bachelor's degree in Accounting, Finance, Business Administration, or related field.
  • Minimum of 10 years of progressive experience in financial management for capital projects.
  • At least 5 years of experience managing project finances for public sector or government clients.
  • Strong knowledge of project cost control systems, invoice processing, and capital funding structures.
  • Experience with construction management or infrastructure project environments.
  • Proficiency in Microsoft Excel, financial reporting tools, and ERP/accounting software.
  • Excellent analytical, communication, and organizational skills.
  • Experience with Los Angeles County financial procedures and reporting templates or other large Los Angeles Public clients.
  • Familiarity with e-Builder, Oracle, or other project control systems.
