This position is primarily responsible for providing financial and business analysis support to the AOR Vice President and Program and Project Managers. The Project Controls Manager will provide project and administrative support to facilitate planning, coordinating, scheduling, and firm fixed price and cost-reimbursable cost accounting for Federal construction and environmental remediation contracts to ensure that goals/objectives of projects are accomplished within a prescribed time frame and funding parameters. Additional duties will include coordinating with the Contracts Manager and Ahtna Inc d Services to ensure invoicing, reporting, look-ahead rates and rate adjustments are performed in accordance with Prime Contract requirements. Initially this role will include travel to project sites to initiate and manage daily cost tracking, and to train and mentor field staff. The position may include other logistical support services.

  • Work with AOR Vice President on to establish and continually improve procedures and reporting consistent with general Project Management standards and Prime Contract requirements.
  • Act as a liaison between Program Managers/Project Staff and others, such as AI d Services and other departments, external contacts, clients, etc.
  • Implement/manage client invoicing, daily cost reporting, look-ahead rates, and rate adjustments for cost-reimbursable contracts with the Federal Government.
  • Oversee and/or process day-to-date administrative items (i.e., expense reports, supply requisitions, personnel transaction forms, operating budgets, etc.) per supervisor's authorization.
  • Prepare EAC, ETC, and project variance reports and templates.
  • Coordinate and act as liaison between finance and program management for monthly reporting requirements.
  • Assist in preparing documents for use in reconciling project invoicing, payables, receivable transactions and/or subcontractor/vendor invoices.
  • Process vendor/subcontractor invoices for payment, making comparisons to purchase order/subcontract, material receiving report to verify quantities, prices, payment terms, and freight charges.
  • Review and/or code purchase orders, subcontractor invoices, costs, quantities, and actual expenditures for input into cost collection system.
  • Review field crew timesheets for accurate project coding, labor categories, and time collection; process per diem based on contract accepted rates; and process and code weekly expense reports.
  • Coordinate delivery requirements with vendor and supervisor. Interface with PMs, accounting and vendors to clarify invoice problems, prepare back charges, etc.
  • Assist in the development and implementation of goals, policies, priorities and procedures relating to operational processes.
  • Assist in the review of Estimate at Completion, and Estimate to Complete, reports prior to submitting to the finance department.
  • Work closely with project management to maintain accurate job-cost records.
  • Assist in the planning, development, implementation and approval of strategy for budgets with the AOR Vice President.
  • Work directly with Program and Project Managers to maintain accurate job-cost records, contract billing, job budgets, change orders and percentage of completion for job tasks.
  • Work with Executive Management on the development of Board Meeting presentations.
  • Support AOR Vice President, Contracts Manager, and project team in preparing and submitting necessary documents and forms as required by the contracts.
  • Maintain clear communication with executive management.
  • Perform any other duties as assigned by management.
  • Bachelor's degree in accounting, business economics or a related field.
  • Eight (8) years of experience in similar project controls analyst and operational analysis or accounting and finance position with a company of similar size in a contracting environment.
  • Hands-on experience in working directly with project/program managers in both construction and environmental fields.
  • Thorough understanding of Microsoft programs such as Excel, Word, and PowerPoint, and experience with enterprise software such as Cognos/DelTek.
  • Experience working with government invoicing systems to include ARCnet and WAWF.
  • Experience with Adobe suite, specifically InDesign, Illustrator, and Photoshop.
  • Experience working on projects that may contain classified material and/or projects that require the project team to have security classifications.
  • Experience preparing and reviewing bid documents, submittal packages, O&M documentation, and specification packages.
  • Experience coordinating the transport and disposal of dangerous goods and/or Hazardous Waste.
