About The Position

The Project Control Specialist will perform a wide variety of detailed financial and administrative activities for relatively large and complex programs, organizations, or proposals. This role involves anticipating and responding to customer needs and serving as a primary point of contact for internal and external customers to support daily business operations. Key responsibilities include analyzing the preparation of project and program budgets, forecasting revenue and estimates at completion (EAC), performing project-level financial management reporting and analysis, and recommending appropriate actions based on analysis results. The specialist will also initiate subcontract and material purchase requests, monitor vendor expenses, and review and approve subcontract invoices. Additionally, the role requires preparing detailed financial program management reviews, including trend analysis and status of key performance metrics, and completing estimates at completion, including estimated business performance metrics throughout contract execution and at the end of the period of performance such as profit, cash flow, and risk. The specialist will prepare and manage contract deliverables, respond to contract and program data calls, evaluate existing business processes, and analyze the construction of new processes and deliverables to support developing and revising SOPs relative to contract requirements and internal reporting requirements. The role also involves analyzing programs to determine requirements, tracking program process and control, and analyzing the impact of missed or inadequate deliverables on program accomplishments. The specialist will develop and present reports on analysis findings, draft program documentation to support activities to higher-level management, and review and track performance metrics. This position relies on extensive experience and judgment to plan and accomplish goals, lead and direct the work of others, and report to a supervisor or manager.

Requirements

  • 5+ years of experience with program cost control and contract interpretation.
  • Experience assisting with budget development and administration of government projects.
  • Ability to remain adaptable and flexible in a fast-paced environment.
  • Ability to obtain a Secret clearance.
  • Master's degree.

Nice To Haves

  • Experience with Microsoft Excel, including formulas and functions.
  • Experience working with federal government contracts.
  • Knowledge of Federal Acquisition Regulations and Department of State Standard Regulations.
  • Understanding of the federal budget process and funds management.
