About The Position

The Project Controls Lead (PCL) is responsible for implementing overall project controls direction through the application of systems and methods for estimate development, cost control, progress measurement, schedule development/control, and management of change. This role provides leadership and expertise to ensure accurate reporting, forecasting, benchmarking, and capital efficiency throughout the project lifecycle.

Requirements

  • Bachelor of Science in Engineering, Engineering Technology, or Construction Management.
  • Demonstrated experience in project controls with strong cost and schedule control achievements.
  • Supervisory experience required.
  • Strong analytical, influencing, consulting, and mentoring skills.
  • Advanced Excel and PowerPoint proficiency.
  • Strong interpersonal and communication skills.
  • Ability to multitask and respond quickly to urgent analysis requests.
  • Willingness to relocate and/or work overseas in a team environment.

Nice To Haves

  • Certifications in project management disciplines (e.g., Primavera, PMI, AACE).
  • Knowledge of company project management best practices and key work processes.
  • Demonstrated ability to drive innovation and continuous improvement.

Responsibilities

  • Provide overall project cost, schedule, progress measurement, and change management leadership.
  • Develop and manage the Project Controls Plan and Management of Change (MOC) Plan.
  • Lead monthly cost and schedule stewardship reviews.
  • Drive capital efficiency initiatives and identify opportunities and vulnerabilities.
  • Lead preparation and maintenance of: Cost Breakdown Structure (CBS), Original Control Budget (OCB), Current Control Budget (CCB), Project Master Schedule Planning & Budgeting (P&B)
  • Prepare cost and schedule forecasts.
  • Review and endorse contractor baselines and forecasts.
  • Review contractor change proposals and progress trends.
  • Develop and monitor corrective action and recovery plans.
  • Coordinate development of cost and schedule estimates for Gate Reviews, Advance Commitment, and Full Funding activities.
  • Develop Estimate Confidence Packages and Estimate Development Plans.
  • Support Close-out Reporting and CA$HD input.
  • Interface with Controllers regarding AFEs, budgets, invoices, and Work-In-Place.
  • Support consortium, affiliate, or joint venture presentations.
  • Ensure effective contractor cost and schedule control execution.
  • Perform project-level quality assurance on contractor performance.
  • Manage the Cost and Schedule organization across contractor sites.
  • Mentor project controls engineers and planners.
  • Ensure functional alignment for approval of key deliverables.
