Requirements

  • Bachelor’s Degree or higher in: Operations Research, Engineering, Mathematics, Economics or Management Science, or 10 or more years’ commensurate professional experience in DoD Engineering (Systems or Energy Engineering Field) or DoD Operations Research or more years analytic experience.
  • Experience programming/developing and deploying DoD-oriented models and simulations for analytic wargaming and/or operational research.
  • Knowledge of DoD organizations and structures.
  • Clearance: SECRET (TOP SECRET eligible)

Nice To Haves

  • Recent experience providing program / analytic / policy or technical support to the Office of Secretary of Defense (OSD), the Joint Chiefs of Staff, or a headquarters organization of a military department.

Responsibilities

  • Support the client with analysis of energy use, distribution, generation, storage, and management at facilities and installations;
  • Apply operations research and other data analytical methods to facilitate decision making and justify resource allocation.
  • Perform in-depth analysis to facilitate informed decision making and policy development regarding energy project evaluations and investment decisions.
  • Provide support and direct development for data collection, data quality assurance, and in-depth analysis related to installation energy.
  • Support the integration of energy project financial and performance data with larger data sets representing facility and energy performance, trends analyses, and forecasting. This includes leading working group meetings throughout the year, preparing data calls, collecting and curating data, developing spreadsheets, integrating data from multiple stakeholders, analyzing results, developing charts and graphics, drafting, coordinating and preparing final briefings and reports for publication.
  • Maintain spreadsheets and databases in Microsoft Excel, Microsoft PowerBI, or other tools, as needed – proficiency in MS Excel is mandatory.
  • Provide programmatic and policy support for planning, programming and execution for installation energy programs and initiatives. Draft, coordinate and finalize briefings to support meetings with Leadership, stakeholders, and congress regarding program plans and results.
  • Provide programmatic and policy support for initiatives to improve data analytic capabilities for installation energy; participate in annual calls for energy project submissions and technical reviews.
