About the position

The Programs & Partnerships Lead serves as a key role within the Department of Children, Youth, and Families (DCYF), focusing on leading product teams in collaboration with public assistance program areas. This position emphasizes the application of human-centered design principles and Agile methodologies to enhance product development and improve service delivery for children and families in Minnesota. The role involves coordinating data planning, driving product decisions based on analytics, and fostering cross-agency collaboration to achieve better program outcomes.

Responsibilities

  • Function as a DCYF Programs and Partnerships Lead, channeling the voice of the customer and human-centered design principles.
  • Lead the DCYF Project to Product Transformation effort and build internal capacity around new ways of working.
  • Coordinate stakeholder communication and harmonize product efforts with other modernization initiatives.
  • Drive change management and training development for product teams.
  • Coordinate all data planning and migration efforts, making data-driven decisions to improve mission outcomes.
  • Identify and champion cross-product integration and synchronization.

Requirements

  • Three years of professional experience with public assistance programs.
  • Understanding of federal and state regulations, policies, and requirements for public assistance programs.
  • Experience using Product model and Agile and DevOps principles to create actionable product roadmaps.
  • Ability to synthesize and organize complex information and present it clearly to various audiences.
  • Strong problem-solving skills to analyze alternatives and recommend solutions.

Nice-to-haves

  • Experience in large-scale systems modernization and business process improvement initiatives.
  • Variety of experiences working with diverse groups of staff and stakeholders.
  • Proficiency in Microsoft Office Suite and product software tools such as Collaborative Lifecycle Management (CLM).
  • Experience with DCYF systems like MAXIS, SSIS, PRISM, and MEC².
