About The Position

The City of Fresno is currently recruiting for a dynamic and highly skilled Programmer/Analyst IV. Under minimal supervision and working with various departments, a Programmer/Analyst IV analyzes a department's work systems and business needs; makes recommendations for business process reengineering; develops and/or implements complex computer programs; coordinates installations or other activities with multiple departments and/or other entities. They may develop programming or client interfaces for various platforms such as Geographic Information Systems (GIS), Internet/Intranet, and business system applications in various programming languages; along with other duties as assigned. This position will serve as the primary support for the City's utility billing application and may function as a project lead for technical projects and system upgrades. Other assignments may include projects with the City's financial and HRMS applications as well as other City business systems.

Requirements

  • Two (2) years of experience equivalent to that of a Programmer/Analyst III, Computer Systems Specialist III, or Network Systems Specialist with the City of Fresno.
  • Five (5) years of experience which included the preparation and analysis of business applications, Internet, project management, web design, or GIS programming.
  • Graduation from an accredited college or university with a Bachelor's degree in computer applications and systems, decision science, information management, industrial technology, geography, planning, civil engineering or related field.
  • Possession of a valid driver's license.

Nice To Haves

  • In-depth knowledge and demonstrated experience with complex SQL statements.
  • Experience with IBM iSeries and related languages like CL and RPG.
  • Experience with PeopleSoft and related tools like SQR, App Engine, People Code, App Designer.
  • Experience with databases like SQL Server, Oracle, and DB2.
  • Experience with integration technology like APIs and file exchange.
  • Experience with ERP applications related to billing, financial or HRMS systems.
  • Experience with query and report writing tools such as SSRS, Crystal Reports or similar.
  • Experience with web design technologies such as PHP, HTML, and JavaScript.
  • Experience using GitHub and Docker.
  • Experience in Visio, Excel and Word.
