The Program Supplier Quality Engineer (PSQE) at Raytheon serves as the primary quality interface between the company and its external suppliers, focusing on critical DOD programs. This role involves ensuring supplier compliance with quality standards, facilitating communication between suppliers and internal stakeholders, and driving continuous improvement initiatives. The PSQE is responsible for executing supplier assessments, managing risk, and resolving quality issues, all while representing Raytheon’s values and goals in the supply chain.

  • Drive continuous product/process improvements in the supply base by identifying supplier performance issues and implementing solutions through root cause corrective actions (RCCA) and statistical/analytical tools.
  • Ensure flow down of requirements to sub-tier suppliers through purchase order requirements, quality notes, and statements of work (SOW).
  • Apply Advanced Product Quality Planning (APQP) processes related to supplier performance and implement necessary engagements to support APQP.
  • Assess and develop supplier quality capabilities throughout the product lifecycle.
  • Identify and correct systemic performance issues and implement effective RCCA, including FRACAS investigations and Supplier Corrective Action Requests (SCAR).
  • Identify risk in the supply base and develop a robust plan for engagement.
  • Communicate effectively to Raytheon leadership and customers through business reviews and status meetings.
  • Interpret technical requirements as the liaison between the supply base and Engineering for drawing changes and nonconformance disposition.
  • Perform Preliminary Review (PR) of nonconforming hardware in the supply base to contain and disposition nonconformance at suppliers.
  • Contribute to the development of Key Performance Indicators (KPIs) and metrics to measure supplier quality performance.
  • Support supplier maintenance efforts such as audits, special process compliance, and certification management.
  • Typically requires a bachelor's degree in science, Technology, Engineering, or Math (STEM).
  • 8 years of experience in Quality engineering, Manufacturing, or related engineering discipline, interpreting schematic drawings and hardware inspection techniques.
  • Experience with aerospace or commercial equivalent preventative tools such as Statistical Process Control (SPC), Failure Modes and Effects Analysis (FMEA), Quality Function Deployment (QFD), Production Part Approval Process (PPAP), Lean Manufacturing, and Control Plans.
  • Working experience in conducting root cause analysis and implementing corrective actions.
  • Experience with commercial and aerospace/defense regulations and standards: ISO 9001, AS9100, AS9145, and First Article Inspection (FAI) and AS9102.
  • Active and transferable U.S. government issued SECRET security clearance is required prior to start date.
  • Six Sigma, Lean, and/or American Society for Quality (ASQ) Certification (CQE, CQM/OE, CSQE, CQA, CRE, etc.).
  • Proven successes in building and maintaining relationships with multiple suppliers, customers, and internal teams.
  • Current Top-Secret security clearance.
  • Experience in DoD product and process oversight including requirements, build, integration, test, and delivery.
  • Experience in engineering, development, project planning, and collaborating remotely.
  • General statistical process control knowledge, including implementation.
  • General knowledge of industry technical standards (such as ANSI, CMMI, ASTM, etc.).
  • Strong technical engineer with excellent communication skills that exhibits presence and influence.
