About The Position

Performs highly complex administrative and supervisory program work. Work involves establishing program goals and objectives; developing program guidelines, policies, and procedures; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; developing and evaluating budget requests; coordinating program activities; and supervising the work of others. Works under limited supervision with moderate latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Business Administration, Criminal Justice, Public Administration, or a related field preferred. Each year of experience as described below may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Five years full-time, wage-earning project management or program administration experience.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of applicable state and federal laws, rules, regulations, and statutes.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill in administrative problem-solving techniques.
  • Skill in the use of computers and related equipment in a stand-alone or local area network environment.
  • Skill to review technical data and prepare technical reports.
  • Skill to oversee program activities.
  • Skill to develop and evaluate administrative policies and procedures.
  • Skill to supervise the work of others.
  • Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
  • Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane.

Responsibilities

  • Oversees program staff in the review and verification of inmate time management admissions, state ready, and receiving documentation from courts, counties, attorneys, law enforcement agencies, and other entities to include agency records, databases, and programs; and ensures compliance with rules, regulations, statutes, mandates, and court decisions.
  • Oversees special investigations and responds to requests for information, recalculations, and confirmations of activities, processes, and procedures performed by program staff; and provides coordination with agency staff, other agencies, and outside entities to identify errors, develop corrections, and address discrepancies prior to scheduling inmate admissions and releases.
  • Monitors program activities, evaluates program effectiveness, and recommends improvements; oversees and evaluates quality control procedures and quarterly performance measurement tools to assist management in the execution of program activities; and develops and implements time management policies and procedures.
  • Confers with staff on program problems to identify and implement solutions; provides guidance to employees in handling difficult or complex problems; and provides liaison with other departments of the agency, other agencies, and organizations.
  • Supervises the work of others. Performs a variety of marginal duties not listed, to be determined and assigned as needed.
