About The Position

Performs highly complex administrative and supervisory program work. Work involves establishing program goals and objectives; developing program guidelines, policies, and procedures; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; developing and evaluating budget requests; coordinating program activities; and supervising the work of others. Works under limited supervision with moderate latitude for the use of initiative and independent judgment.

Requirements

  • Graduation from an accredited senior high school or equivalent or GED.
  • Five years full-time, wage-earning auditing, program justice administration, technical review, technical program support, program evaluation, data analysis, or criminal justice experience. Fifteen semester hours from a college or university accredited by an organization recognized by the Council for Higher Education accreditation (CHEA) or by the United States Department of Education (USDE) may be substituted for each six months of experience.
  • Four years full-time, wage-earning experience in the supervision of employees.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of applicable state and federal laws, rules, regulations, and statutes.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill in administrative problem-solving techniques.
  • Skill in the use of computers and related equipment in a stand-alone or local area network environment.
  • Skill to review technical data and prepare technical reports.
  • Skill to oversee program activities.

  • Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs, perceive depth, operate a motor vehicle, and operate motor equipment.

Responsibilities

  • Oversees the activities of staff within the Counsel Substitute program; establishes program goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; develops and implements techniques for evaluating program operations; and oversees program evaluation activities.
  • Plans, implements, coordinates, monitors, and evaluates program operations and services; develops and implements program guidelines, policies, procedures, rules, and regulations; and ensures compliance with statutes, policies, and procedures.
  • Oversees the preparation of management and productivity reports; oversees special investigations, disciplinary audits, and analyses of findings and recommendations; prepares and evaluates budget requests and expenditures; and prepares and conducts seminars and presentations relevant to the program area.
  • Provides technical direction, coordination, and assistance regarding program services to program staff; provides guidance to employees in handling difficult or complex problems and implements new methods and procedures; and establishes and maintains liaison with agency departments, other agencies, organizations, officials, and the public.
  • Supervises the work of others.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
