The Opportunity Williams International has an exciting opportunity for a Program Specialist to join our team. The Program Specialist will assist and support the management of research and development contracts and production contracts. Performs the necessary tasks to support and coordinate functional departments of the company to meet the requirements of specific assigned programs. Additionally, the Program Specialist will: Under general direction of the program manager proposes, authorizes work via work authorizations and budgets, administers small contracts and perform tasks necessary to support program requirements. Tracks and logs actions, correspondence and proposal activity between Williams and customers. Performs contract management, customer invoicing and ensures timely payments to Williams by use of Williams’ ERP system. Prepares contract proposals that comply with company policies and procedures, customer requirements, and applicable U.S. Government procurement regulations and laws. Evaluates customer requirements concerning price, delivery, technical specifications, and contract terms and conditions. Coordinates with functions as necessary to develop cost estimates on which pricing strategies and budgets are based. Supports contract negotiations including terms and conditions. Provides recommendations to management on contract negotiation objectives and solutions to other critical problems. Prepares work authorizations, including budgets and billing instructions and corporate directions for new contracts and contract changes. Monitors cost performance by analyzing expenditures and estimates to determine current variances from budget and to forecast future variances. Reports cost status to Management with recommendations for corrective action if needed. Monitors company performance under contract; acts as liaison between company and customers to assure contract requirements are met on time. Coordinates preparation of and issues required customer progress reports. Negotiates changes in contract terms requested by customer or necessitated by problems in meeting performance or budget requirements of original contract. Amends work authorizations, delivery schedules, budgets, or billing instructions as required by changes made in contract. Prepares program schedules for variety of tasks, then monitors through completion. Supports Life Cycle Cost (LCC) / Design to Cost (DTC) analysis over program period of performance. Issues documentation terminating contract activity when contract is completed.

Requirements

  • Bachelor’s Degree in Business, Supply Chain or Project Management.
  • Work involves practical job knowledge and skill gained through three to five years of prior work experience in such areas as business administration, supply chain or project management.
  • Excellent writing, presentation and verbal communication techniques are necessary.
  • Must be capable of working in a fast paced and pressure filled environment and have the ability to function effectively in a team setting.
  • Proficient in Microsoft Office Suite (Outlook, Word, PowerPoint, Excel).
  • U.S. citizenship is required.
  • Position requires the ability to obtain a U.S. Government Security Clearance, if needed.
  • Must be willing and able to work onsite

Nice To Haves

  • Program, project or US Government contract management experience will be very useful.
  • PMP Certification is desired.
