About The Position

The Program Specialist V position at the Department of Family and Protective Services (DFPS) is responsible for managing complex assignments and special projects that lead to policy and procedural changes in medical and behavioral health services for children in custody. Reporting directly to the Associate Director for Medical Services, this role focuses on evaluating and addressing denials for medical services, establishing program goals, and collaborating with various stakeholders to enhance service delivery for children in CPS conservatorship.

Requirements

  • Graduation from an accredited four-year college or university with experience in medical services, Texas Medicaid, or child welfare.
  • Experience in developing business processes and maintaining tracking systems for documents and tasks.

  • Strong verbal and written communication skills.

Responsibilities

  • Evaluate and route denials to caseworkers and regional Medical Services team members.
  • Provide consultative services regarding STAR Health denials and coordinate data collection and analysis.
  • Conduct in-depth analyses to evaluate the efficiency and effectiveness of program strategies, policies, procedures, and initiatives.
  • Serve as a subject matter expert, offering guidance and technical assistance to agency staff and stakeholders.
  • Prepare special project reports, studies, and administrative reports related to STAR Health denials.
  • Develop program policies, procedures, standards, and resource manuals to manage STAR Health denials.
  • Analyze legislation to develop recommendations for policy and programmatic issues relating to STAR Health.
  • Participate in meetings and workgroups with DFPS program staff and external stakeholders as a subject matter expert.
  • Network with state and national associations to improve program operations.
