About The Position

The Program Specialist Senior position at the Iowa Judicial Branch is responsible for coordinating intergovernmental record requests and ensuring compliance with applicable laws and regulations. This role involves responding to court record requests from various agencies, overseeing judicial branch responses to record inquiries, and leading efforts to improve the accuracy and efficiency of criminal history and related records. The position requires strong knowledge of the Iowa Judicial Branch's functions and the ability to develop educational resources and conduct training for judicial personnel.

Requirements

  • High school diploma (or high school equivalency diploma).
  • Six (6) years of experience in the administration, operation, or execution of a program or related experience.
  • Valid driver's license and ability to travel within the state.

Nice To Haves

  • Direct experience in records management, preferably maintaining court records, criminal history records, protection order records, arrest warrant records, or other similar records.
  • Experience reviewing, interpreting, and applying laws and rules to program operations.
  • Experience supervising people or programs.
  • Experience developing education materials and providing training.
  • Experience coordinating activities and operations of external stakeholders.
  • Familiarity with the FBI CJIS Security Policy.
  • Familiarity with the FBI NCIC.

Responsibilities

  • Respond to or coordinate responses for judicial branch record inquiries from the Federal Bureau of Investigation and other state and local law enforcement agencies pursuant to the Bipartisan Safer Communities Act (BSCA) of 2022.
  • Coordinate and oversee judicial branch responses to record inquiries in relation to National Instant Criminal Background Check System (NICS) disposition report information requests (FBI Form R-84).
  • Coordinate, oversee, and provide quality assurance for records requests from federal probation and pretrial services.
  • Coordinate, oversee, and provide quality assurance for records requests from the United States Department of Defense.
  • Lead ongoing efforts to improve the accuracy and efficiency of criminal history, protection orders, no-contact orders, arrest warrants, and other information.
  • Develop, implement, and oversee workflow improvements relating to record inquiries from state and local law enforcement initiated for investigative purposes.
  • Serve as subject matter expert for projects related to automated criminal justice data exchanges.
  • Develop educational resources and conduct training for judicial personnel engaged in record inquiries from other governmental agencies.
