The Hawaii State Department of Education is seeking a Program Specialist IV to conduct studies and analyses of programs, their operations, and activities. The role involves researching changes in State and federal laws, developing and interpreting program policies, serving as a liaison to various committees and organizations, and assisting in locating funds for program activities. The Program Specialist IV will also monitor and evaluate program operations, develop training programs, prepare the agency's State plan, and provide technical assistance to agency staff and other organizations. This position requires a Bachelor's degree and progressively responsible experience in program analysis and development.

  • Conducts studies and analyses of programs, their operations and activities.
  • Conducts research into changes in State and federal laws, rules and regulations, community concerns, etc.
  • Develops and interprets new or revises existing program policies and procedures, rules and regulations, program standards, etc.
  • Serves as liaison and provides consultation to various committees, other agencies and community groups and organizations concerned with the agency's program.
  • Assists in locating funds and other resources available from State, federal, County and private agencies which can be used to support program activities and functions.
  • Develops and monitors contracts and grants.
  • Monitors and evaluates program operations and activities to ensure program objectives meet State and federal requirements.
  • Develops and implements corrective action plans to address program deficiencies.
  • Develops training programs to implement new or revised program policies, procedures, activities, functions, etc.
  • Assists in the preparation of the agency's State plan.
  • Develops legislative proposals and testimonies.
  • May speak before groups to promote or provide information or coordinate program activities and objectives.
  • Assists in the development and justification of budget requests.
  • Provides technical assistance, consultation and interpretation of the program rules and procedures to agency staff, other public, private and community agencies.
  • Develops and coordinates implementation plans for specific program areas.
  • Advises and explains program requirements to data processing personnel.
  • Graduation from an accredited four-year college or university with a Bachelor's degree.
  • Progressively responsible experience in program analysis and development.
  • Ability to write clear and comprehensive reports and other documents.
  • Ability to read and interpret complex written material.
  • Ability to solve complex problems logically and systematically.
  • Possession of a current, valid driver's license.
  • Possession of a Master's degree in business administration, public administration or a field pertinent to the agency's programs.
  • Experience in a pertinent field/program area which provided knowledge of principles and practices, current issues and concerns.
