About The Position

This Program Specialist III position performs intermediate level work under the general supervision of the Educational Program Director in the Policy Development Section, Bureau of Educator Certification. Division of Public Schools.  This position assists the Educational Program Director in meeting the Bureau’s standards and goals for performance-based budgeting.

Requirements

Responsibilities

  • Serves as Evaluations Management Team facilitator providing assistance in the directives of the Evaluations work units.
  • Collects and analyzes production data relative to these work units for performance-based budgeting accountability.
  • Coordinates or assists with training, mentoring, and other professional learning activities for employees within the Evaluations work units and/or for bureau-wide implementation of evaluations processes and procedures.
  • Coordinates established evaluations quality audit procedures to ensure quality standards for evaluation processing. Reviews, evaluates and implements modifications to evaluations quality audit procedures to enhance and increase operational efficiency.
  • Assists with the formulation, recommendation and coordination for implementation of modifications to existing certification policies and processes to comply with changes in statutes, rules, or other offices and units.
  • Reviews and evaluates credentials to determine eligibility for Temporary, Professional and other specialty certificates.
  • Research and identification of college/university programs and/or individual college courses for applicability to meet specific educator certification requirements established in State Board of Education Rules.
  • Review and evaluation of other supporting documentation such as credential evaluations of foreign academic training, out of state teaching certificates, certification examinations, alternative and district certification programs, and prior teaching experience to meet educator certification requirements.
  • Review and evaluate individual courses, in-service points or examinations to determine eligibility for renewal or reinstatement of a Professional Certificate.
  • Prepare official correspondence of educator certification eligibility including statements of status of eligibility and/or issuance of certificates in response to evaluations requested via submission of completed applications.
  • Prepare responses to educator certification inquiries from the applicant, the public, university/school district personnel and others via written correspondence, email or telephone.
  • Collects and analyzes production methodology and statistical data and recommends to the Program Director strategies for increased efficiency and effectiveness.
  • Prepare reports and other documents in accordance with Bureau policies and procedures.
  • Assists with the formulation, recommendation and coordination for implementation of modifications to existing certification systems and processes to comply with changes in statutes, rules, other offices and units, and Bureau direction.
  • Performs other duties as necessary for the effective operation of the Bureau of Educator Certification as assigned by the Senior Educational Program Director for Evaluations.
  • Assist with the analysis and interpretation of legislation.
  • Review and respond to CorrFlow email requests regarding certification from the Commissioner’s office.
