About The Position

Under the supervision of a NBA (National Business Audit) Supervisor, the incumbent will be responsible for independently conducting audits, leading team audits and investigations. These audits rank as large, complex, and/or sensitive. The purpose of the audit is to determine that taxpayers have correctly self-assessed themselves in accordance with the Bank and Corporation Tax Laws, or to initiate such changes as may be required. The incumbent is expected to conduct audits in an efficient and effective manner. This will require the incumbent to travel to taxpayer locations, including overnight and out of state travel. The incumbent is expected to clearly articulate multifaceted information while acting as a specialized subject matter expert in corporate tax law. Incumbent is expected to maintain the confidentiality of data received or developed during the audit in accordance with the provisions of the Security and Disclosure Manual. The incumbent is expected to work within the framework established by the laws and related legal Interpretations administered by the Franchise Tax Board (FTB) and be consistent with the policies and procedures established for guidance within the NBA Bureau and Audit Division. Requirements

  • Comprehensive knowledge of tax laws, regulations, policies, and procedures
  • Ability to interpret and apply tax laws to the facts and circumstances of audit cases, including cases with complex ownership structures, and multinational business activities
  • Ability to resolve the complex technical questions and issues where little legal precedence exists
  • Ability to creatively develop alternatives and recommend innovative solutions using strong analytical and research skills
  • Ability to communicate effectively, orally and in writing, including the most complex legislative or technical tax information in a clear and concise manner
  • Strong interpersonal skills and ability to work well independently or in a team environment on various projects and special assignments
  • Strong leadership skills, including the ability to promote trust/credibility with co-workers, staff and management
  • Strong analytical skills and knowledge of the State and Federal tax code and other systems used by NBA auditors
  • Ability to communicate verbally and in writing with all levels of management, staff, stakeholders and taxpayers
  • Ability to work in a team environment, while keeping an Enterprise perspective, while demonstrating initiative, ownership, accountability and independence
  • Ability to train and develop the audit skills of new auditors in the NBA Bureau
  • Ability to collaborate with other Audit Division Bureaus towards the success of the Audit Division
  • Ability to collaborate with other staff in person while in the office
  • Knowledge of Audit selection of return systems and other e-systems used within the FTB
  • Knowledge of the departmental organization and functions
  • Knowledge of the research services available to the FTB
  • Knowledge of auditing and reviewing multi-state audit issues including Unity and apportionment factors
  • Experience in field audits and the ability to travel out of state
