About The Position

Performs routine consultative services and technical assistance work. Work involves assisting with planning, developing, and implementing an agency program; and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, and the public. Works under moderate supervision with limited latitude for the use of initiative and independent judgment. II.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Construction Management, Engineering, Business Administration, Finance, or a related field preferred. Each year of experience as described below in excess of the required three years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Three years full-time, wage-earning program administration, public administration, facilities maintenance, or technical program support experience.
  • Knowledge of maintenance policies, procedures, and techniques.
  • Knowledge of construction or industrial methods and practices.
  • Knowledge of review and audit procedures and techniques.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill in problem-solving techniques.
  • Skill in the use of computers and related equipment in a stand-alone or local area network environment.
  • Skill to prepare and maintain accurate records and files in an automated system.
  • Skill to review technical data and prepare technical reports.
  • Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs.
  • Skill to plan work in order to meet established guidelines.
  • Skill to train others.
  • Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs and ladders, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry 45 lbs. and over, perceive depth, operate a motor vehicle, and operate motor equipment.

  • Operational review or auditing experience preferred.
  • Electrical or mechanical maintenance experience preferred.
  • Knowledge of applicable state and federal laws, rules, regulations, and statutes preferred.
  • Knowledge of structural, electrical, mechanical, plumbing, or welding practices, methods, materials, and specifications preferred.
  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.

Responsibilities

  • Assists in conducting on-site reviews to obtain and verify information concerning the operations and maintenance of agency facilities; and assists in the review of prior reports, site visit reports, and operational documents in preparation for management reviews.
  • Assists in verifying information, equipment, and mechanical systems against preventive maintenance reports, equipment item files, equipment cards, financial records of costs to maintain equipment, work orders, and other documents; and assists in preparing reports of findings, outlining discrepancies, and recommending corrective actions.
  • Assists in planning and organizing specific management facilities review procedures; assists in the development of program policies and procedures; and assists in performing specialized or comprehensive reviews.
  • Assists in providing technical assistance and training to unit staff regarding operation, maintenance, and use of the Computerized Management Maintenance System; and monitors compliance with established policies and procedures.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed
