About The Position

The Program Specialist 2 (Cannabis) position at the Office of Cannabis Management involves overseeing the development of policies and procedures related to the processing of license and permit applications and renewals in compliance with cannabis laws and regulations. The role includes leading initiatives for process improvements, coordinating licensing information systems, and providing training for staff, while also serving as a team lead under the direction of a Program Specialist 3.

Requirements

  • Bachelor's degree or higher.
  • Three years of professional experience in a regulatory compliance/oversight entity.
  • Experience in accounting and auditing, investigating and/or inspecting regulated entities, or interpreting policies and regulations.
  • Experience in policy analysis and research, surveillance, or quality assurance.
  • Experience in community outreach, negotiating, or approving contracts.

Nice To Haves

  • Experience in economic development products or services.
  • Familiarity with cannabis laws and regulations.

Responsibilities

  • Serve as team lead under the general direction of the Program Specialist 3 (Cannabis).
  • Oversee the development of policies and procedures for processing license and permit applications and renewals.
  • Review monthly reports and evaluate functions in each zone office, initiating changes as necessary.
  • Review enacted legislation to determine operational impacts and meet with agency management for needed changes.
  • Lead implementation of new legislation and work process improvement initiatives.
  • Develop procedures to address legislative and policy changes and implement them through subordinate supervisors.
  • Coordinate the development, testing, and maintenance of licensing information systems.
  • Perform internal controls testing of bureau functions to ensure accurate and efficient procedures, recommending changes as needed.
  • Create and modify forms and applications as required by amendments to the MRTA.
  • Develop and provide licensing review and process training for staff.
  • Create business relationships among interested parties.
  • Perform a full range of supervisory functions.
  • Perform other duties and special projects as required.

Benefits

  • Salary range from $84,156 to $106,454 annually.
  • Telecommuting allowed.
  • Location pay of $3,400 for downstate positions.
