About The Position

The Project Controls Specialist will be responsible for managing, analyzing, and reporting the financial and schedule performance of projects within the Program Services Division. This role plays a critical part in ensuring that all program activities are executed efficiently, within budget, and on schedule. The ideal candidate will have strong analytical and organizational skills, with a background in construction management, finance, or project controls. This position will work closely with Program Managers, Project Managers, and client representatives to maintain accurate forecasting, cost tracking, and progress reporting.

Requirements

  • Bachelor's degree in Construction Management, Engineering, Finance, Accounting, or a related field preferred.
  • 3-7 years of experience in project controls, cost management, or financial analysis within the construction or program management industry.
  • Experience working with disaster recovery programs (FEMA PA, HUD CDBG-DR, or similar) is a plus.
  • Proficiency in Microsoft Excel (advanced), Power BI, and scheduling software (Primavera P6 or MS Project).
  • Familiarity with ERP systems, cost management tools, or data visualization platforms.
  • Strong understanding of budgeting, forecasting, and earned value management principles.

Responsibilities

  • Develop and maintain project budgets, forecasts, and cash flow projections.
  • Track project costs, commitments, change orders, and expenditures across multiple task orders or contracts.
  • Support preparation of monthly reports detailing schedule status, cost performance, earned value, and risk assessments.
  • Collaborate with project teams to identify potential cost or schedule impacts and recommend mitigation strategies.
  • Maintain accurate and up-to-date project data within internal and client reporting systems.
  • Assist in developing cost-loaded schedules and performance dashboards for management review.
  • Analyze trends, performance metrics, and variances to ensure accurate forecasting and accountability.
  • Support procurement and contract administration functions, including vendor invoice review and validation.
  • Coordinate with accounting and finance departments to ensure proper cost coding, billing, and reconciliation.
  • Ensure compliance with federal, state, and local reporting requirements, as well as LEMOINE internal standards.
