Our Values: Integrity Common Sense Innovation Accountability Position Data: Program Representative II-J23-U00-H Regular Non-Exempt (eligible for overtime) Overview: Pay Range: $27.44 - $34.80 per hour (Non-Bargaining Pay Plan, B24 Step 1-13) Hiring Range: $27.44-$29.12 per hour (Non-Bargaining Pay Plan, B24 Step 1-4 DOQ) Job Closing Date: April 27, 2026 There is one Program Representative II opening with the Yakima County Juvenile Court. Position is responsible for performing confidential executive administrative duties on behalf of the Juvenile Court Administrator. Responsibilities include: scheduling, coordinating, and communicating accurate information on behalf of the Court, maintaining legal and professional decorum while acting as the office liaison for the Juvenile Court Administrator, formatting, gathering and disseminating statistical information for Juvenile Court evidence-based, research-based, and community programs. This is a key position in the Juvenile Court Administration Office. It requires extensive and confidential contact with the Juvenile Court Administrator, the Juvenile Court Presiding Judge, and the Juvenile Executive Leadership Team. Responsible for coordinating and facilitating communication between the courts and other County and City departments as well as grantors, vendors and other community agencies. Requirements

  • Associate degree or two-year technical certificate: Type of degree/certificate: Paralegal Studies, Business Fundamentals or Management AND 3 years of progressively responsible legal or court experience, and experience analyzing and creating reports with statistical data or the equivalent education and experience to perform the essential duties of the job.
  • Required: Valid WA State Driver’s license and proof of insurance, if required.

  • Work experience requiring knowledge of legal terminology, laws, rules, and regulations governing courts.
  • Successful completion of a criminal background investigation and general employment verification.

Nice To Haves

  • Associate degree in Paralegal Studies, Business Fundamentals or Management or similar degree and 2 years of progressively responsible legal or court experience and experience with statistical data is preferred.
  • Working knowledge of desktop publishing tools.
  • Proficient in the use of MS WORD, OUTLOOK and EXCEL, and all other Microsoft products
  • Proficient in the use of Zoom or other Audio/Visual media (TEAMS, Webex)
  • Experience with JIS/SCOMIS/Odyssey and BIT or other legal document / case viewing system
  • Knowledge of legal terminology, laws, rules, and regulations governing courts.
  • Roles and responsibilities of the judicial system.
  • Clear and concise verbal and written skills.

Responsibilities

  • Provides executive administrative support to the Juvenile Court Administrator by scheduling, preparing for and attending meetings. Takes and transcribes minutes. Creates and maintains files and filing for Juvenile Court Administrator. Coordinates with other departments to place items on meeting agendas. Creates forms for use in court. Coordinates with the Juvenile Court Administrator’s Management staff for status on client referrals to programs and completion of programs, creation of statistical and written reports for grant funded programs. Establishes and maintains positive working relationships with members of all forms of the media, other departments within the County and throughout the community. Schedules and calendars the Juvenile Court Administrator’s daily business meetings and events. Updates the Courts’ webpage as needed. Backup for purchasing. Creates and maintains a Court newsletter. Assists Budget Manager and/or Court management in tracking and monitoring all division contracts. Notifies management of expiring contracts, renewal status; may audit contract to ensure compliance with provision of services and / equipment. Implements and ensures compliance with policies and procedures related to meetings. Must have knowledge and understanding of GR 29.
  • Performs specific research and conducts follow-up on independent projects. Performs a variety of detailed statistical informational reports for Juvenile Court Administrator, Superior Court Director and Judges. Provides updates on work projects to the Juvenile Court Administrator and Juvenile Court Presiding Judge. Assists with the preparation and maintenance of office procedure manuals. Responds to inquiries from local education institutions about placement of interns or volunteers and refers to appropriate court unit and/or coordinates placement and orientation for Juvenile Court. Coordinates and schedules any interns or volunteers. May provide oversight of projects and/or work assignments, including monitoring deadlines and deliverables. Provides feedback to advisor or other representative about performance.
  • Facilitates on-boarding process for new employees and off-boarding process for exiting employees. Maintains confidential records for Juvenile Court Administrator. Serves as Liaison between Juvenile Court and Human Resources for recruitment, hiring and terminations. Prepare interview packets and schedules employment interviews. Provides new employees with appropriate internal paperwork related to onboarding. Maintains internal employee files for Juvenile Court Administrator.
  • Under the direction of the Juvenile Court Administrator, this position is responsible for auditing and maintaining the court/judicial branch agency’s public disclosure and record retention programs pursuant to GR 31.1. Recommends changes to policies and procedures for public disclosure of administrative records if necessary; apprises court management on matters of complex implementation. Remains current on legal mandates for the court/judicial branch agency relative to public disclosure and provides overall strategic direction to ensure proper interpretation and implementation of court rules governing public disclosure to the Courts and advises those court/judicial branch agency employees on the creation of processes to comply with legal and policy requirements. Provides quality assurance by reporting non-compliance by court staff of GR 31.1 policy and procedure to court management. Develops and provides training to all levels of Court/Judicial branch employees on procedures and laws related to responding to an Administrative Record Request. Receives and responds to requests for Court/Judicial administrative records and/or questions about access or processes related to Court/Judicial administrative records; processes requests for fee waivers related to costs in fulfilling requests for administrative records; coordinates internal and external appellate processes; conducts research, performs analysis, and prepares reports of the Courts’ GR 31.1 requests/activity as required.
  • Maintains records for Juvenile Court. Performs other support duties as assigned.
