This position performs complex duties, evaluates and responds to technical and diverse financial assistance programs; analyzes local, state and federal statutes and department policies pertaining to employment laws, practices and confidentiality requirements. These activities involve research, evaluation and development of technical reports, and establishing and maintaining effective interpersonal relationships at all organizational levels. This position requires excellent interpersonal and professional skills to clearly communicate, overcome barriers and solve problems effectively. You must possess the ability to interpret statutes and numerous departmental policies to allow you to evaluate and respond to complex inquires. As part of the interview, there will be a Basic/entry level Excel Test. Requirements

High School Diploma or GED AND five (5) years of relevant experience; OR an Associate Degree in Business Administration/ Management or similar field, and 3 years of related work experience.
Valid WA State Driver’s license and proof of insurance, if requested.
Employment offers are contingent upon successful completion of a criminal background investigation and general employment verification.

Responsibilities

Provides assistance to employees by compiling, researching and entering statistical, technical or confidential information for internal department files and the Human Resource Department regarding salary, benefits, county policies, internal department policies, governing bargaining unit contracts, RCW’s, and WAC’s.
Coordinates and conducts sensitive orientation session with new employees and volunteers on department office manual.
Acts as Department contact to employees for county and internal department policies and procedures, bargaining unit contracts, RCW’s and WAC’s.
Assists with developing methods or procedures needed to carry out work on assigned projects or tasks.
Serves as contact with other divisions, department and agencies pertaining to employment, benefits, program orientations and trainings.
Assists operations manager with complex grant programs to ensure fiscal compliance and applicable requirements to be submitted to federal and state financial assistance programs.
Gathers data for reporting (payroll reports, trial balances, completing complex excel spreadsheets requiring mathematical calculations to determine time spent performing tasks for each of the 9 grants.
Gathers goods and services documentation to support expenditures, completing claim forms and A19. Uploading into grant portals.
Ensures supporting documentation is preserved for annual grant audits.
Responsible for monitoring and updating fiscal billing system to ensure compliance with legal and contractual provisions.
Creates and maintains recordkeeping and reporting systems for monitoring the various financial grant accounts.
Provides technical reports to preserve and comply with individual program requirements.
Runs required monthly payroll and grant reports, perform calculations to determine time spent performing grant duties; assists with development of cost allocations and expenditure planning.
Responsible for interpreting statutes, regulations, county and internal department policies that relate to all areas of payroll operation.
Reviews, audits and corresponds with employees and multiple county offices on issues regarding semi-monthly pay leaves.
Responds to requests to utilize appropriate leave time for all divisions.
Generates semi-monthly payroll reports, audits for errors, documents and takes steps to perform corrective action.
Initiates contact to obtain clarification on confidential and technical issues with operations manager, the Auditor’s Office, or Human Resources.
Prepares documentation to inform Technology Services Department of new and terminating employees to access confidential software programs.
Responsible for monitoring requests for assets, preparing and maintaining comprehensive spreadsheets for inventory for non-DSHS funded divisions of the office; and coordinating proper disposal or the surplus of equipment.
Coordinates with the operations manager and division supervisors, to determine appropriate allocation of computer programs, licenses and databases.
Responsible for software and computer equipment orders, maintaining compliance and implementation of expert recommendations.
Coordinates security documentation for Department including device allocation, background checks and fingerprint collections for all employees.
Serves as contact with other divisions, departments and agencies on assigned programs or special projects.
Responsible for Accounts Payable functions for the Prosecutor’s office General and Criminal Justice Sales Tax funds; backs up A/P duties for the Liability Insurance Fund, as needed.
Schedules, collects data and coordinates training arrangements and reimbursement requests for professional staff.
Maintains, updates and disseminates department information for office manual, annual report, internal documents, Washington Association of Prosecuting Attorney’s and Washington State Bar Association Continuing Legal Education.
Processes personnel documentation for new employees and volunteers.
Prepares, contacts and records lease holder agreements and special deputy prosecutor contracts.
Assists with preparing for and responding to annual State audits.
Compiles and audits quarterly L&I report for volunteers and extra help hours for six divisions/units.
Provides backup support for Law Enforcement Against Drugs (LEAD) and Involuntary Treatment Act (ITA) duties.
May attend hearings, take meeting minutes and perform document production for LEAD and the therapeutic court attorney.
May be asked to perform basic redaction duties under the direction and guidance of operations manager and/or supervising attorneys.
