Our team solves tough, meaningful problems that create a safer, more secure world. We are seeking an onsite Program Quality Engineer (PQE) supporting Naval programs in Poulsbo. The PQE will support Engineering and Manufacturing Development (EMD) as well as production or support contracts ensuring that program goals are accomplished while staying compliant with AS9100 requirements. You will collaborate closely with all cross-functional teams including systems, electrical, mechanical, operations, supply chain, and systems integration and test to guarantee that mission goals and contractual requirements have been met. Requirements

  • Typically requires a Bachelor’s Degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of two (2) years of relevant experience.
  • Working experience with Quality Management Systems, to include ISO 9001, AS9100 and/or AS9102.
  • Working experience leading teams in failure analysis, RCA, corrective and preventative actions.
  • Working experience interpreting technical drawings.
  • Working experience with technical data package review (TDP) and document repository.
  • The ability to obtain and maintain a U.S. government issued security clearance is required prior to start. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Nice To Haves

  • American Society for Quality (ASQ) Certification and/or Program Management Certification.
  • Experience with Customer Oriented Results and Excellence (CORE) or another Continuous Improvement Program.
  • Working experience using resources such as 5S, RCA, Process Mapping/Analysis, Lean Six Sigma (6Sigma).
  • Experience with Advanced Product Quality Planning (APQP)/AS9145 and utilizing resources such as Production Part Approval Process (PPAP), Key Characteristics, Design Failure Modes, and Effects Analysis (DFMEA), Production Failure Modes and Effects Analysis (PFMEA) and/or Control Plans.
  • Experience with First Article Inspections per AS9102
  • Experience with Configuration Control System such as Common Product Data Management (cPDM) and/or Common As-Built System (CABS).
  • Experience Reviewing Statement of Work (SOW), Supplier Corrective Action Requests (SCAR), Knowledge of Purchase Order Quality Requirements (Q-Notes, STAMP).
  • Experience presenting, reviewing and/or approving changes through a formal Change Control Board (CCB).
  • Experience comprehending and translating system requirements and contractual requirements to ensure full compliance is flowed down through product, assembly, and test documentation.
  • Experience using verbal and written communication and networking skills
  • Experience working as an individual contributor and in a dynamic team environment.
  • Experience working with customers, suppliers, and in a team environment.

Responsibilities

  • Serve as a member of various program teams, ensuring successful program performance, deliver conforming products/services through effective collaboration and compliance with processes and procedures.
  • Serve as a program quality liaison across customer organizations (Defense Contract Management Agency (DCMA) and United States Government (USG)), as well as relevant factories and engineering labs as first responder for quality issues and concerns related to products.
  • Collaborate with cross-functional teams and partner with program management team to define and implement quality improvement strategies.
  • Support supplier quality and supplier engineering efforts to help ensure compliance with the supplier quality plan.
  • Lead and perform root cause analysis (RCA), facilitate corrective actions, and implement closed loop process controls to improve product/process predictability and capability.
  • Generation of new Cost of Poor Quality (CoPQ) projects to reduce costs on the program.
  • Review and approve changes to the technical data package, assign actions when necessary and complete actions in a timely manner when assigned. This includes but is not limited to: Peer reviews, Engineering Review/Change Control Board (ERB/CCB) and/or Design reviews.
  • As a quality interface for customers and suppliers, you'll ensure the program meets all Quality & Mission Assurance requirements. This includes coordinating with Program Quality Leads and various functions while overseeing contracts through all program phases.
  • You'll develop and monitor quality metrics to drive continuous improvement initiatives, working closely with integrated teams to enforce process rigor and improve processes.
  • Supporting transition to production activities as needed, you'll oversee Quality Control Plan efforts including First Article Inspections and play a key role in Material Review Board, Change Control Board, and Risk Review Board.
