About The Position

General Dynamics Mission Systems has an immediate opening for a Program Performance Management (PPM / EVM) Analyst. The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation’s fundamental defense services on the Strategic Systems program. General Dynamics Mission Systems employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions. REPRESENTATIVE DUTIES AND TASKS: The PPM analyst is responsible for providing contract/program cost and/or schedule management and analysis for the Strategic Weapon Control (SWC) development and/or production programs The analyst will develop program time-phased cost and/or schedule baselines within the contract parameters in conjunction with the program teams The analyst will analyze program performance (historical and predictive), monitor the contract/program Estimate at Complete and/or schedule completion date, and make recommendations to program management and program leads The analyst is an integral part of the program team, gathering and organizing data for reviews with appropriate engineer(s), IPT lead(s), and CAM(s) in support of the program needs Assists in the development of a time-phased budget and/or schedule to meet all contract and program objectives Collects and updates program performance data, prepares and analyzes historical and predictive measures, and reviews results and recommendations with program managers and program leads Maintains and statuses the program schedules and records, compiles reports, graphs, charts, and related data in support of the program needs Identifies and analyzes the program critical paths and driving paths to schedule specific milestones Makes recommendations, coordinates, and identifies resources required to meet defined program requirements and reviews results with program management and program leads Contributes to discussions related to the root cause analyses and corrective actions and to tactical planning for completion of program tasking Assists in preparation of program review documents and customer required documents Coordinates contract/program Estimate At Complete (EAC), risk and opportunity, and Management Reserve data with Finance organization as input into business financial commitments Updates program time-phased budget and/or schedule and required documents associated with internal and contract changes and assists in formulating recommendations for corrective actions such as schedule revisions, staffing adjustments, funds allocations, and work environments Supports all necessary meetings (SEITs, Financial, EV Metrics, Risks, etc.), providing general Earned Value Management support for PMs, DPMEs, IPTs, and CAMs when requested (Staffing questions, burn rate analysis’, etc.) Tracks PA Task ID updates, IMS and CAM book updates, and PPM Dashboard updates Prepares timely, accurate program review documents of program performance data, analysis and trends and can be a delegate to present such data in the absence of the program management Prepares timely, accurate customer required documents and reviews with program management and department heads Updates program time-phased budget and/or schedule and associated documents to ensure the latest contract modifications and related requirements are incorporated Fosters an environment of trust and teamwork: builds collaborative relationships Communicates professionally and effectively Works on multiple projects in a fast-paced environment Interfaces with multiple IPT leads and program management primarily at a single location Determines, monitors, and reviews costs, operational budgets and schedules, and staffing requirements to satisfy program needs. May be asked to supports proposal development activities, including proposal preparation, fact finding, and negotiations

Requirements

  • Bachelor's degree or equivalent is required plus a minimum of 2 years of relevant experience; or Master's degree plus a minimum of 0 years of relevant experience
  • Due to the nature of work performed within our facilities, U.S. citizenship is required.
  • Proficiency with Microsoft Office, to include Excel, Word, MS Project, and PowerPoint is required
  • Earned Value Management or scheduling tool knowledge is required
  • Solid knowledge of Earned Value Management System (EVMS) principles is required
  • Solid ability to solve problems
  • Ability to work both independently and as a team member
  • Solid organizational, analysis, and time management skills, attention to detail and accuracy, and ability to multi-task high priorities
