About the position

The Division of Fiscal Policy and Management's Capital Finance Bureau is responsible for ensuring appropriate funding, through various sources, for the development and continued operation of a network of voluntary-operated programs statewide including, but not limited to, all certified residential and day program services. This is primarily accomplished through the development of Prior Property Approvals (PPAs) which authorize reimbursement of allowable property costs according to established NYS regulations and NYS Division of the Budget guidelines, thresholds and caps. The Program Operations Specialist 2 will report to the Capital Finance Supervisor (POS 3) and will support the Capital Finance Bureau in the development of Prior Property Approvals authorizing reimbursement of capital expenditures for the development and continued operation of OPWDD-certified residential and day treatment programs operated by voluntary (non-profit) providers throughout New York State.

Responsibilities

  • Participate in all matters relating to the development of Prior Property Approval packages to ensure revenue generation for the development and continued operation of all NYS Voluntary Operated program sites.
  • Review and develop an understanding of property-related documents, including residential and commercial leases, appraisals, rent studies, contracts of sale, architectural feasibility studies, bid documents, and construction contracts.
  • Develop recommendations regarding capital proposals from providers and Regional Offices.
  • Liaison with OPWDD Development staff at the Regional Offices and the Department of Health Rate Setting unit; respond to inquiries and requests for information/documentation and provide technical assistance as needed.
  • Research historical capital reimbursement information and develop written summaries of findings for Capital Finance/DFPM leadership.
  • Review and analyze proposed and historical provider capital expenditures to determine their allow-ability under existing OPWDD policies and guidelines.
  • Participate in the development and maintenance of various databases and tracking systems, as well as various forms and templates in Excel, Word, and Adobe Acrobat related to capital funding requests and approvals for voluntary programs.
  • Implement expense control procedures in compliance with established Regulations, Guidelines, Thresholds and Caps.
  • Cooperate with external auditors in verification of property disbursements.
  • Critique draft capital regulatory and policy changes.
  • Analyze capital refinancing proposals for existing Voluntary Operated sites, including related cost savings for reinvestment purposes.
  • Review and process Option Agreements, Feasibility Requests and related vouchers to OPWDD Community Funding.

Requirements

  • Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.
  • Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer.
  • Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Program Operations Specialist 2.
  • Candidates must have one year of permanent competitive or 55-b/55-c service as either a Program Operations Specialist 1, or Developmental Disabilities Program Specialist 1, Mental Hygiene Program Evaluation Specialist 2, Resources and Reimbursement Program Development Specialist 1, Standards Compliance Analyst 1, Standards Compliance Analyst 1 (Developmental Disabilities), or Utilization Review Coordinator.

Nice-to-haves

  • Experience in bookkeeping, accounting, auditing, budgeting, or finance.
