About The Position

Under the direction of the Manager, Community Advancement, the Program Officer is responsible for formulating, developing, and executing the Tribe’s philanthropic strategy. The Tribe is active in donating funds for a variety of projects in the California Inland Empire region, as well as nationally for qualified Native American non-profits and other institutions in educational, cultural, social, and economic areas of benefitting the common good of the communities in which they live and work.

Requirements

• Bachelor’s degree in business administration or communications or a closely related field required.
• Minimum four (4) years of philanthropy and grant making experience required.
• Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
• Advanced level experience with Microsoft Office (Word, Excel, PowerPoint) is required.
• Strong leadership and people management skills are required with good motivational and collaboration emphasis.
• Must be personable and professional with a strong ability to effectively communicate change, overcome resistance, and build commitment.
• Ability to delegate, multi-task, lead and prioritize in a dynamic, fast-paced environment with demonstrated organizational and time management skills.
• Must be able to maintain a strict level of confidentiality and act in a manner consistent with all legal and regulatory requirements and in compliance with relevant laws and regulations.
• At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
• Driving Responsibilities: Role requires regular commuting between locations. A valid driver's license and vehicle insurance with minimum liability limits is required. Role will not operate or drive Tribe-owned vehicles or patron vehicles.

Responsibilities

• Manages a grant-making portfolio, which includes vetting grant requests, tracking requirements, conducting site visits, evaluating grantee capacity for success, and judging for the appropriate fit with the Tribe’s funding criteria. Works with grantees on proposals that align with the Tribe’s giving priorities and provides feasibility feedback on proposed budgets, staffing/work plans, and project outcomes against stated goals and organizational capacity.
• Develops and maintains mutually productive relationships with existing and prospective community partners, key stakeholders, and funders. Networks to bring forward new strategic opportunities to increase partnerships with the Tribe. Monitors trends in philanthropy, the nonprofit sector, and developments in the Tribe’s focus areas of giving, and maintains current information about local, regional and national activities related to the Tribe’s grant-making interests and areas of intersection with other program work.
• Submits scheduled reports with updates on program work, proposal review, and problematic grants. Monitors and reports on grantees’ progress against grant agreement requirements, milestones, and contingencies and escalates concerns for remedy. Implements process changes to further develop and enhance a robust portfolio.
• Assists in the screening and prioritizing of new proposals and assists with the development and implementation of philanthropic strategies that advance the Tribe’s priorities in areas such as education, health, community development, and culture. Assists in the production of grant agreements, payment requests, and communications.
• Serves as an informal advisor to strengthen planning and implementation efforts. Connects applicants, grant recipients and community partners to training, technical assistance, marketing, capacity building opportunities, and with other funders as applicable.
• Represents the Tribe at conferences and community meetings, with occasional speaking roles and facilitates public relations activities with internal stakeholders to maximize recognition opportunities for the Tribe.
• Performs other duties as assigned to support the efficient operation of the department.
