About The Position

The Program Officer, Haitian Community Programs is responsible for implementation of projects supporting for US-based Haitians, primarily those who are ORR eligible (pending alternative funding). The projects comprise a mental wellbeing project coordinating activities and stakeholders both internal and external to CWS to implement a series of Haitian Kreyol language virtual spaces in coordination with a service provider based in Port-au-Prince. The program officer will provide logistical and coordination support to the project which is led by a steering committee of interdepartmental CWS and partner organization staff. The purpose of the role is to coordinate with relevant stakeholders, including CWS offices, internal CWS HQ staff and external partners such as Haitian community ECBOs and project topical experts to ensure smooth implementation of projects. The position will also manage relevant procurement processes, data tracking and reporting, as well as support referrals management of potential clients needing ongoing services. The position also has responsibilities related to protocol and resource development, research, data analysis and training. The ideal candidate will have knowledge of/experience working with Haitian entrants in the US and must fluently speak Haitian Kreyol to communicate with community members and partners. An important prerequisite for this position is the ability to work collaboratively as part of a team in a collegial manner and to work independently to complete assignments. This is a grant funded position through Sept. 29, 2026 through the Preferred Communities Supplemental programs. Continuation of the position past September 2026 is contingent upon availability of funding.

Requirements

  • Bachelor’s degree or equivalent experience in lieu of degree.
  • Minimum of 5 years' experience working with Haitian communities in the US.
  • Experience with project management/coordination required.
  • Strong understanding of needs and challenges faced by Haitian communities in the US, particularly ORR eligible individuals who have been in the US less than 5 years.
  • Excellent organizational and time management skills and ability to manage a large and diverse workload under pressure and with competing priorities.
  • Ability to maintain a high-performance standard with attention to detail.
  • Experience in general office work, processing information and materials and maintaining records and files.
  • Strong interpersonal and diplomacy skills; ability to work collaboratively and effectively with partners and teams.
  • Ability to work with a wide range of stakeholders, with varying experience and knowledge.
  • Ability to conduct oneself in a professional and courteous manner at all times to represent the professional and institutional interests of CWS.
  • Knowledge and experience in working with Microsoft Word, Excel, Power Point and database software is essential.
  • Strong writing skills.
  • Ability to work in a multi-cultural environment required.
  • Must speak Haitian Creole to communicate with project partners.
  • Ability to maintain secure and appropriate personal work environment for day-to-day work
  • Access to strong and reliable internet access
  • Ability to adhere to CWS data security policies and protect sensitive and personally identifiable information
  • Regular work hours must span core business hours 10AM-4PM Eastern time
  • Must use CWS provided equipment such as laptop and cell phone

Nice To Haves

  • Master’s degree in social work, nonprofit administration, or similar field preferred.
  • Experience in a local resettlement affiliate or a national office of a resettlement agency preferred.
  • Past experience providing in-person and virtual training required; Familiarity with call-center models preferred.
  • Knowledge of basic concepts related to emotional wellbeing or psychological first aid preferred.

Responsibilities

  • Serve as CWS HQ point person for the CWS network, HQ staff and external stakeholders on Haitian special projects.
  • Maintain day-to-day contact with and provide technical assistance, consultation, and support to stakeholders related to Haitian special projects.
  • Manage all procurement and logistical aspects of projects
  • Lead development of outreach materials, referral resources and guidance documents for the CWS network and partners
  • Develop or revise project guidance, standard operating procedures and training materials of the project to ensure high quality service provision by partners
  • Establish indicators to measure achievement and evaluate outcomes; through regular review of qualitative and quantitative data, identify program trends, promising practices and areas for improvement and make recommendations for program development and enhancement.
  • Conduct analysis of CWS network relationships and opportunities to expand and strengthen supports for Haitian communities in the US. Identify new partners for collaboration.
  • As requested, represent CWS at internal and external conferences, meetings, committees and working groups with CWS colleagues, national agencies, federal partners and other stakeholders.
  • Contribute to semi-annual and annual narrative and data reports and other reports as requested.
  • Ability to travel domestically to field sites for training, outreach or other meetings as assigned.
  • Perform other related duties and projects as requested.
