The Program Officer plays a key role in advancing the work of LIIF's Child Care Facilities Fund (CCFF), a program dedicated to preserving, improving, and expanding access to licensed child care in San Francisco. The Program Officer provides a range of support to Early Care and Education (ECE) programs, helping LIIF achieve its goals and incrementally build out programming in response to the needs of the ECE community. This role is a rewarding opportunity to make a lasting impact on early care and education for families and children in San Francisco and beyond. The Program Officer reports directly to the Team Leader, Early Care and Education Program, and works with the broader Early Care and Education National Team.

  • Administer an extensive grant program that supports licensed child care centers and/or family child care homes to create, enhance, or preserve child care spaces.
  • Review applications submitted by child care programs.
  • Conduct site visits to potential grantees in their homes and/or child care centers.
  • Maintain grant eligibility pipeline lists.
  • Conduct outreach to support child development programs in accessing grants.
  • Provide facility support for child care facility capital projects.
  • Monitor grants, including conducting site visits, completing reports, and maintaining databases.
  • Provide training and technical assistance on topics such as physical environments, business practices, and other areas consistent with CCFF and LIIF's mission of supporting long-term, high-quality child care.
  • Help child care providers secure funding to meet their capital needs.
  • Develop, update, and disseminate written material on regulatory, planning, building code, and funding requirements for licensed child care centers and/or family child care spaces.
  • Develop, update, and disseminate written material on business issues related to the successful long-term operation of a child care facility.
  • Work closely with city and county agencies and nonprofit housing developers to identify child care facility needs, potential sites, and coordinate activities to utilize those sites.
  • Collaborate with DEC, Community Care Licensing, Fire, Building, and Planning Departments to support the expansion or renovation of child care spaces.
  • Develop and maintain relationships with diverse partners working toward shared goals with CCFF.
  • Produce and maintain relevant data and reports on child care needs and capacity.
  • Maintain a development pipeline, a site inventory by neighborhood and populations served, and an analysis of service demand by neighborhood and population.
  • Track program outcomes and impacts, including maintaining databases.
  • Administer the ECE loan program for licensed child care providers.
  • Maintain systems for tracking and supporting borrowers.
  • Report on the loan program to internal and external audiences.
  • Provide high-quality customer service to borrowers.
  • Create and execute loan modification agreements.
  • Other duties as assigned.
  • Command or interest in facilities construction, home acquisition/ownership, management issues, project management, and cost estimating.
  • Ability to work with individuals and groups with diverse interests and needs, including partner organizations in the public and private sectors.
  • Strong oral and written communication skills.
  • Willingness to travel to the San Francisco office twice per week and throughout San Francisco County and the Bay Area as needed.
  • Availability to work some evening and weekend hours each month to attend community meetings and deliver training.
  • Proven leadership, advocacy, and systems change skills in child care.
  • Knowledge of California child care licensing and government funding regulations.
  • Experience providing training and business technical assistance to child care providers or small businesses.
  • Knowledge or willingness to learn planning and building codes as they relate to child care or community facilities.
  • Ability to work independently with minimal supervision.
  • Strong understanding of technology, cloud-based systems, and database systems (experience with Salesforce is a plus).
  • Bilingual in English and Spanish (required). Trilingual in English/Spanish/Cantonese (preferred).
