About The Position

As the Program Manager (PM) for HFJV's USGS Science and Technical Support Services contract, you will oversee a dynamic team providing research, data management, geospatial applications, and technical project management across the Southeast Region. With full authority over contract execution, you will ensure compliance with IDIQ task orders, minimize operational disruptions, and advance USGS goals in natural resources and environmental science.

Requirements

  • Bachelor's degree in Environmental Science, Earth Sciences, Project Management, or related; Master's preferred.
  • 10+ years managing federal contracts in science/technical fields, with 5+ years on IDIQs (e.g., natural resources or geospatial support).
  • Experience leading dispersed teams (10+ FTEs) in multi-location environments.
  • Knowledge of FAR, SCA, and federal compliance; PMP certification a plus.
  • Strong leadership, communication, and problem-solving skills; U.S. citizenship required for potential background checks.
  • Ability to travel to Southeast sites as needed.

Responsibilities

  • Lead contract performance and administration, including task order scoping, personnel management (hiring, promotions, discipline), subcontract oversight, and resource allocation.
  • Partner with USGS CORs and TOMs to define requirements, create task plans, assign resources, and track progress via in-person and virtual meetings.
  • Guarantee on-time, on-budget deliverables, compiling TO data for comprehensive reporting on progress, finances, and quality metrics.
  • Manage risks and resolve issues across multi-site locations (e.g., Florida, Louisiana, Missouri), applying PMBoK principles for seamless operations.
  • Build and maintain a skilled workforce, optimizing talent mixes and driving retention through competitive benefits and training programs.
  • Facilitate stakeholder communications, escalate concerns, and integrate best practices from federal projects (e.g., environmental data initiatives).
  • Perform quality assurance and evaluations to meet ISO 9001:2015 and CMMI Level 3 standards.
