About The Position

The Program Manager oversees all operations of the Family Recovery Court Program in Western and Northern Kentucky and supports future program expansion. Current sites include Hardin, Hopkins, and Daviess counties. This position requires a blend of leadership, program development, and management skills. The ideal candidate will have experience in public relations, budgeting, and supervision, as well as strong clinical and critical thinking abilities. The Program Manager should serve as a positive role model for staff and demonstrate compassion and respect for individuals experiencing substance use disorders, mental illness, and related challenges. The Program Manager must understand and apply agency policies and procedures, as well as current substance use disorder treatment approaches. Preference is given to candidates who can train and supervise clinical staff and interns. The position may require some evening work and on-call availability.

Requirements

  • A minimum Master’s Degree with CSW/MFT/LPCA, LCSW/LMFT/LPCC/LCAC preferred.
  • Two years of supervisory experience.

Responsibilities

  • Provide visible, effective leadership to all Family Recovery Court staff and maintain strong relationships with internal and external partners.
  • Work with the Senior Program Manager to ensure compliance with all state licensing regulations (908 KAR).
  • Maintain and update the Family Recovery Court Program’s policy and procedures manual and ensure staff compliance.
  • Oversee all treatment services, including drug testing, clinical referrals, individual and group counseling, family sessions, education sessions, and aftercare referrals.
  • Provide weekly supervision to Clinical Coordinators and other staff as needed.
  • Address staff performance concerns promptly and support improvement plans.
  • Ensure that program facilities meet fire safety, health, and maintenance standards.
  • Represent Volunteers of America (VOA) in local committees and community settings.
  • Provide crisis intervention and emergency consultation when needed.
  • Submit monthly and quarterly reports on time.
  • Complete assigned Performance Quality Improvement (PQI) tasks.
  • Serve as a liaison with community partners to strengthen collaboration and resource sharing.
  • Work with the Senior Program Manager to develop and implement annual strategic plans that align with the agency’s overall goals.
  • Represent VOA programs and initiatives at local, state, and national levels as appropriate.
