Nationwide IT Services (NIS) is seeking a Program Manager (PM) for a potential opportunity that will provide comprehensive leadership, direction, administration, quality assurance, and oversight for the execution of this Task Order (TO). The Defense Casualty Information Processing System (DCIPS) is a U.S. Department of Defense (DoD) system designed to record, track, manage, and report information related to military casualties, including deaths, injuries, illnesses, and missing personnel, across all branches of the armed forces. DCIPS is a unified human resources system for civilian employees within the U.S. Department of Defense (DoD) Intelligence Community. The PM is responsible for ensuring that all activities comply with established quality standards, contractual requirements, and mission objectives. The PM will serve as the primary point of contact for the Government and will maintain consistent, transparent communication with the Office of Military Community and Family Policy (MC&FP) and the respective Case Management Assistance (CMA) Offices of each military service branch.

  • Provide day-to-day program management, strategic oversight, and leadership of TO execution.
  • Ensure adherence to scope, schedule, budget, and quality requirements.
  • Implement and oversee a robust quality assurance.
  • Establish and maintain effective lines of communication with the Military Community and Family Policy (MC&FP) and the military services’ CMA Offices.
  • Coordinate activities across internal teams and subcontractors to ensure unified program delivery.
  • Identify and mitigate risks to program performance and mission success.
  • Provide timely reporting, briefings, and updates to Government stakeholders as required.
  • Manage resources, monitor performance metrics, and support continuous process improvements.
  • Ensure compliance with all applicable Department of Defense (DoD) policies, security requirements, and information assurance protocols.
  • Education: bachelor’s degree in business administration, Management, or a related field relevant to the contract requirements.
  • Experience: Minimum of ten (10) years of experience managing technology and cybersecurity programs and projects of comparable scope, scale, and complexity—specifically those that support the DoD military community.
  • A minimum of eight years of experience leading transformative IT/DevSecOps initiatives and championing end-to-end modern iterative software development solutions.
  • Experiences with managing, migrating systems to multi-cloud environment with high impact levels.
  • Certifications: An active Project Management Professional (PMP) certification from the Project Management Institute (PMI) is required.
  • Possess one of the following certifications: CISSP, CISM, GSLC, or C|CISO.
