About The Position

OES has immediate openings for a Program Manager at the Cape Canaveral Space Force Station in support of Space Launch Delta 45 and U.S. Space Force’s Range of the Future mission.

Requirements

Bachelor’s Degree in Construction Management, Architecture, Civil, Mechanical, Electrical, or Structural Engineering, or a related field.
10+ years in the federal construction and/or engineering environment
4+ years of experience managing federal construction projects.
3+ Years of federal construction experience with MILCON (Military Construction) and FSRM (Facilities Sustainment, Restoration, and Modernization).
Working Knowledge of FAR, DFARS, UFGS, and UFCs.
Proven Experience leading a diverse, interdisciplinary team as a Program Manager.
Either have, or be able to attain, a Secret security clearance.
This position is located at Cape Canaveral Space Force Station.

Responsibilities

Serves as the Program Manager for the Spaceport of the Future Infrastructure Program Integration Office at Cape Canaveral Space Force Station.
Manage a diverse team including Project Managers, Planners, and Real Estate and Environmental Specialists.
Leads the integration, planning, and programming for facility and utility upgrades in support of a rapidly expanding base.
Provide design and construction support for large and small projects.
Provide strategic leadership across multiple capital projects, ensuring they align with agency objectives and Federal standards.
Monitor critical milestones and brief key details to leadership on a regular basis.
Ensures all projects strictly comply with federal regulations, including Department of War, Federal Acquisition Regulation (FAR), Davis-Bacon Act, and OSHA safety standards.
Manage contracted program costs as well as providing financial stewardship intended to limit cost growth at the project level.
Cultivate relationships with clients and key business partners to position Oneida for future work and growth in support of the Space Force and other Federal agencies.
Collaborates with Contracting Officers (CO) to provide technical input on contract modifications, option periods, or terminations.
Identifies programmatic risks while implementing mitigation strategies, in coordination with federal and OES leadership.
Develop and enforce adherence to process-driven execution of program requirements that are standardized between team members.
Reviews design submissions, change orders, and sub-contracts on behalf of the federal client to ensure they are technically sound, fair, and efficiently processed.
