About The Position

OES has immediate openings for a Program Manager at the Cape Canaveral Space Force Station in support of Space Launch Delta 45 and U.S. Space Force’s Range of the Future mission.

Requirements

  • Bachelor’s Degree in Construction Management, Architecture, Civil, Mechanical, Electrical, or Structural Engineering, or a related field.
  • 10+ years in the federal construction and/or engineering environment
  • 4+ years of experience managing federal construction projects.
  • 3+ Years of federal construction experience with MILCON (Military Construction) and FSRM (Facilities Sustainment, Restoration, and Modernization).
  • Working Knowledge of FAR, DFARS, UFGS, and UFCs.
  • Proven Experience leading a diverse, interdisciplinary team as a Program Manager.
  • Either have, or be able to attain, a Secret security clearance.
  • This position is located at Cape Canaveral Space Force Station.

Responsibilities

  • Serves as the Program Manager for the Spaceport of the Future Infrastructure Program Integration Office at Cape Canaveral Space Force Station.
  • Manage a diverse team including Project Managers, Planners, and Real Estate and Environmental Specialists.
  • Leads the integration, planning, and programming for facility and utility upgrades in support of a rapidly expanding base.
  • Provide design and construction support for large and small projects.
  • Provide strategic leadership across multiple capital projects, ensuring they align with agency objectives and Federal standards.
  • Monitor critical milestones and brief key details to leadership on a regular basis.
  • Ensures all projects strictly comply with federal regulations, including Department of War, Federal Acquisition Regulation (FAR), Davis-Bacon Act, and OSHA safety standards.
  • Manage contracted program costs as well as providing financial stewardship intended to limit cost growth at the project level.
  • Cultivate relationships with clients and key business partners to position Oneida for future work and growth in support of the Space Force and other Federal agencies.
  • Collaborates with Contracting Officers (CO) to provide technical input on contract modifications, option periods, or terminations.
  • Identifies programmatic risks while implementing mitigation strategies, in coordination with federal and OES leadership.
  • Develop and enforce adherence to process-driven execution of program requirements that are standardized between team members.
  • Reviews design submissions, change orders, and sub-contracts on behalf of the federal client to ensure they are technically sound, fair, and efficiently processed.
