ICF is seeking an experienced Program Manager to lead a high-impact federal digital modernization program focused on the delivery of modern technology capabilities through a mix of low-code/no-code platforms, cloud services, and traditional application development. This program enables multiple mission stakeholders to improve the speed, scalability, and effectiveness of digital service delivery across a large federal agency. The Program Manager will oversee the day-to-day operations of a multidisciplinary team, drive successful outcomes through Agile delivery, and work closely with clients and internal partners to shape future work and grow the account. This role demands strong technical program leadership, contract management, and business development experience within the federal sector. The Program Manager will serve as the lead for ICF’s Department of State efforts, responsible for guiding strategy, driving execution, and ensuring alignment across stakeholders to achieve program objectives.
